GENERAL INFORMATION

BF "Right to Defense" (hereinafter - the Fund) is a sector leader in the protection of people who have suffered from war, veterans, refugees and stateless persons. We seek recovery and integration for those we help. Our team protects people's rights and influences laws and decisions in Ukraine and the world to become fairer. We are actively developing a network of partners for localized support of those who need it. The fund is 13 years old. Today, the team of BF "Right to Defense" has about 1,200 specialists. Geography: 22 regions of Ukraine, as well as a representative office in Poland. More than 3,300,000 people have received aid since the start of the full-scale invasion. Our work was recognized at the national level: in 2024, the Foundation won first place in the "Charity Ukraine" competition in the "All-Ukrainian Charity" category, entered the top 10 of the Forbes Ukraine "50 Best Charitable Organizations" rating, and took 9th place in the integrity rating of Ukrainian charitable foundations.

The Foundation's project Provision of protection and shelter assistance to IDPs, returnees, and war-affected persons in Ukraine with the support of the UN Refugee Agency is aimed at strengthening the protection and support of IDPs and the population affected by armed aggression, by ensuring a response to their needs at the national, local and individual levels, as well as strengthening the capacity of civil society to identify and implement long-term decision.

KEY DUTIES AND RESPONSIBILITIES

  • The Deputy Advocacy Program Coordinator reports to and reports to the Advocacy Coordinator and works closely with program managers and team leaders of the Fund's regional offices.
  • The Deputy Coordinator of the Advocacy Program for operational issues, together with the Advocacy Coordinator, ensures the planning and implementation of the Fund's advocacy activities, supports the work of the advocacy program, and contributes to the implementation of R2P strategic goals.
  • The Deputy Coordinator of the advocacy program for operational issues is responsible for the organization and coordination of the operational part of the organization's advocacy activities, including the planning and implementation of advocacy interventions, the development and maintenance of relationships with key stakeholders and interested parties, the coordination of local advocacy activities and ensuring interaction between the central office and regional teams. The scope of responsibility of this position also includes coordination of implementation of the operational plan of the Advocacy Program, organization of internal and external reporting, methodological support of teams in local offices for the implementation of advocacy activities, as well as monitoring and evaluation of the results of advocacy interventions. The deputy coordinates the presentation of the advocacy component of the caseof the organization to key stakeholders and partners, participates in the development of concepts for new advocacy projects and contributes to the integration of the advocacy component into the program activities of the organization. topics of legal research in accordance with the goals of the organizational strategy and advocacy strategy of the Foundation;
  • Together with the Coordinator of the Advocacy Program, determine the priority areas of research, the necessary resources (analytical, personnel, information) and ensure cross-sectoral coordination in the process of their implementation;
  • Coordinate the work of senior advocacy analysts within the framework of the advocacy program: distributes tasks, provides methodological provides support, supervises and controls the quality of products;
  • Ensure management of the work of the Advocacy Program team, including planning and execution of tasks, monitoring results, providing feedback and supporting the professional development of employees.
  • Coordinate the holding of internal and external meetings of the Advocacy Program;
  • Ensure the implementation of the operational plan of the Advocacy Program;
  • Perform an audit and approval of prepared proposals for changes to legislative and regulatory acts within the Program's advocacy activities;
  • Coordinate the process of preparation of internal and external reporting of the Advocacy Program;
  • Control the status of compliance by the Advocacy Program team with human rights standards and the R2P code of conduct, including privacy and data protection, as well as their application in their daily work work;
  • Participate in the development, formation and setting of program goals;
  • Coordinate the process of recruiting, selection, onboarding of new employees, and internal transfers of employees;
  • Participate in working group meetings to develop changes to the legislation;
  • Participate in the optimization of Program processes advocacy;
  • Model R2P values through collaboration, strategic decision-making, informed programming and effective resource management in the area identified by the Advocacy Coordinator;
  • Ensure accountability through effective monitoring and impact assessment; adhere to R2P and donor policies, procedures and requirements, and ensure their compliance by staff, volunteers and project partners in the area identified by the Advocacy Coordinator;
  • Implement a human rights-based approach to the organization's activities in the area identified by the Advocacy Coordinator;
  • Ensure effective communication, coordination and sharing information with other key employees, including the Advocacy Coordinator, Vice President, colleagues and subordinates;
  • Understanding and following the Code of Conduct and other Foundation policies.

REQUIRED QUALIFICATIONS

  • Higher education in the field of law;
  • Excellent knowledge of national and international legal aid instruments in the field of human rights, including Ukrainian legislation, practice of the European Court of Human Rights and instruments of the Council of Europe and the United Nations;
  • Good understanding and deep knowledge of the political landscape, stakeholders, civil society, intergovernmental organizations, the Council of Europe, the United Nations in Ukraine and the world;
  • Awareness of migration issues, in particular, of human rights standards in the area of displacement;
  • Team management experience;
  • Strong public speaking and media presentation skills;
  • Strong training and lecturing skills are an asset and preferred;
  • Excellent strategic thinking and problem-solving skills;
  • Participative, results-oriented management style;
  • Ability motivate and lead a highly effective team;
  • Well-developed organizational skills, communication skills, high level of responsibility, computer literacy, experience in planning and analysis of work performed;
  • Cultural sensitivity and diplomacy;
  • Strong leadership and partner coordination skills;
  • Strong presentation skills: ability to write and present concisely information;
  • Good command of spoken and written English (level B2) and fluency in Ukrainian. Excellent cross-cultural and interpersonal communication skills;
  • Computer skills, including Microsoft Office;
  • Self-motivated and result-oriented;
  • Awareness of gender equality and an inclusive approach;
  • Ability to travel and willingness to travel (depends on actual security recommendations provided by the PnZ and by the government of Ukraine). until December 30, 2026 with the possibility of extension depending on further funding and personal work results;
