Defense procurement project manager in MOU Agenciya oboronnih zakupivel, DP

The main purpose of the position is to provide project management during the implementation of defense procurement, to ensure the implementation of defense procurement projects in a timely, high-quality, and efficient manner.  

Expected work results:

• Project work has been implemented and organized (within the defined directions and nomenclature of Armament and military equipment);
• A list of necessary project documentation has been prepared (depending on the chosen type of project management, for example, project schedule, register of issues, register of stakeholders, terms of reference, criteria for project implementation and completion, etc.)
• As part of project work, a proper procurement process, work with global and national arms markets, interaction with stakeholders (Armed Forces of Ukraine, General Staff of the Armed Forces) is organized of Ukraine, Ministry of Defense of Ukraine)
• Project work is built with the aim of achieving the final result - timely and uninterrupted provision of the needs of the Armed Forces of Ukraine.  

Task:

• Organize, coordinate, plan and manage the project;
• Communicate with stakeholders, agree on criteria for accepting project results;
• Develop and apply project performance evaluation criteria;
• Control the timeliness of project implementation and compliance with relevant deadlines and agreed acceptance criteria;
• Manage project risks;
• Report to management on the results of project implementation;
• Prepare a list of necessary amendments to regulatory and legal documents to enable the implementation of the project (if necessary);
• Develop project documentation;
• Interact with other structural units of the Ministry of Defense and the Armed Forces of Ukraine, the General Staff of the Armed Forces of Ukraine for planning and implementation of the project;
• Ensure interaction with contractors (special exporters) and monitor the fulfillment of the obligations assigned to them (if they are involved);
• Provide recommendations on improving approaches to project management in SE AOZ

Requirements for professional competences:

• In-depth knowledge and experience in using project management methodologies (for example, Agile - Scrum, Kanban; PMI);
• Ability to negotiate at the level of several institutions/organizations/departments, negotiations with foreign suppliers, manufacturers, authorities, etc.;
• Systematic work, stress resistance;
• Ability to work with large volumes of information and quickly immerse yourself in a new context;
• Experience of working in procurement projects.
• Experience in managing procurement projects, other complex projects.

Qualification requirements:

• Education. Completed higher education (in the field of IT, economics, law, philology, technical sciences or in another related field, etc.).
• Education in the field of business administration, project management will be an advantage
• Experience. From 2 years of work experience in the position of project manager in procurement
• Language. Fluency in Ukrainian and English (C2, C1 – a significant advantage, B2).
• Knowledge of business English, participation or management of international projects will be an advantage
• Technology. You know how to use mail, calendar, Google Drive, task managers (we work in Asana), MS Office (Word, Excel, PowerPoint, MSProject), electronic document management system. Experience with project management tools: Jira, Confluence, Notion, GDrive (or similar) and knowledge of SQL will be considered an advantage. 

Requirements for personal and professional qualities:

• We do not expect in-depth knowledge of the category, but we expect the candidate to have analytical skills and be a quick learner (quickly acquire the necessary knowledge about the specifics of the market in which he works);
• The candidate must have a good developed negotiation skills, able to flexibly promote one's position in negotiations;
• Team player, open to sharing information and experience with colleagues (cross-functional cooperation).
• The candidate must have conflict management skills and be resistant to work under stress;
