International charitable organization "Charitable Foundation "SOS Children's Towns" invites to join the team a Manager for supporting the DE-I reformin the Chernivtsi region.

Within the implementation of the National advocacy project, which is designed to contribute to the implementation of the National Plan of the Deinstitutionalization Strategy (DI), this component of the project is aimed at the implementation of the following tasks in the Chernivtsi region: implementation of a minimum package of services that ensures the child's right to grow up in a family environment, development of personnel and administrative capacity at the level of the region and communities to ensure support for vulnerable and foster families and children, as well as achieving DI, raising awareness of the child's right to a family and the development of family forms of upbringing and social services at the community level, sharing experience and best practices regarding the development of a support system for vulnerable and foster families and children in communities. a detailed plan for implementing the activities of the project for 2026-2027, including the stages of implementation of services, its coordination with regional and local authorities and partners, ensuring their compliance with the norms of the DI and the project budget;

  • ensuring the implementation of activities and tasks of the project, achieving its goals and fulfilling indicators, in accordance with the commitments;
  • ensuring supporting partnerships at the regional and local levels, presenting the project at coordination meetings and ensuring transparent communication with all stakeholders; ensuring effective, high-quality cooperation with communities for the creation and implementation of social services and ensuring their integration into the regional DI system; provision of assessment of community needs and adaptation of services to the needs of vulnerable groups (families with children).
  • preparation and maintenance of relevant documentation within the framework of the project, conclusion of contracts, memoranda, etc.;
  • preparation of announcements, technical tasks for the implementation of project activities;
  • selection of candidates for the project team, experts, conducting interviews and tests, approval of candidates with SOS management DM and donor;
  • regular communication, organization of working meetings (offline and online) with representatives of the communities in which the project implements its activities; 
  • organization of trainings, seminars, consultations for community representatives with the aim of increasing competences in supporting vulnerable and foster families; coordination of administrative processes for effective provision of children's servicesto them and families;
  • organization of events for the exchange of experience/best practices in support of families with children among communities and other stakeholders and partners in order to scale the success of project implementation;
  • providing regular updates to the project manager regarding the status of the implementation of project tasks in the communities of Chernivtsi region;
  • preparation of presentations and analytical materials related to activities within the framework of the project and international cooperation;
  • preparation of letters, including official requests for approval to partners, stakeholders and donors in Ukrainian and/or English languages;
  • ensuring partnership interaction with the donor within the framework of project implementation under the leadership of the project manager;
  • ensuring compliance of all purchases, within the framework of project activities, with the policies of the Organization and the donor;
  • regular monitoring of project progress and achievement of indicators of the project, approved by the donor;
  • preparation of periodic reporting, including data on the achievement of project indicators; conducting an assessment of the project's effectiveness, documenting the results of the project's activities;
  • providing all conditions for passing project and organizational audits;
  • providing proposals for management solutions, approaches that contribute to the effective and timely implementation of the project's goals and objectives;
  • fulfilling other tasks and assignments of the project manager related to the implementation of the project as a whole and the achievement of strategic goals of the Organization, in accordance with the internal policies of the organization;
  • performance of duties under the direct supervision of the National Advocacy Project Manager.
  • Knowledge and skills that will be required:

    • higher education in the field of social work, psychology, management or other related fields, with relevant project management experience;
    • at least 3 years of previous project management experience, including in the CSO;
    • experience of working with projects from international organizations;
    • knowledge and skills in project management, planning, budgeting, monitoring and evaluation, program and financial reporting, administration, project communications;
    • knowledge of legislation in the field of child and social rights protection services/social protection;
    • experience of implementing similar projects for local self-government bodies will be an advantage;
    • knowledge of the provision of social services, social support of families, understanding of the concept of interdepartmental interaction will be an advantage;
    • leadership qualities;
    • diplomacy and developed communication skills;
    • fluency Ukrainian language;
    • knowledge of English will be an advantage;
    • computer and technical literacy.
