The position is full-time and will be based in Kyiv, Ukraine.Project DescriptionThe purpose of the USAID Health Reform Support (HRS) project is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:Improve health sector governance.Support the transformation of the healthcare financing model.Strengthen the health workforce.Enhance transparency, accountability, and responsiveness of the health care system.Improve service delivery system at all levels.Background/ObjectiveThe Data Specialist will report to the Data Strategy Manager. The position will support the Data Strategy Manager in reviewing related studies and strategies, coordinating with relevant government stakeholders and analyzing and forecasting health resource needs based on demographic models. Additionally, s/he will be responsible for data analysis and visualization, presentation/report preparation, meeting facilitation, participation and note taking, and other responsibilities as required for any other associated tasks.Responsibilities- Demographic Data Modelling Support:Review relevant studies/strategies in Ukrainian;Coordinate with key Government of Ukraine (GOU) stakeholders, such as the Ministry of Social Policy;Analyze and forecast health resource needs based on the demographic model;Assist calculating the projected number of nurses, doctors, and beds based on demographic forecasts;Prepare summary slides and/or reports;– Integrated Care Model Preparation Support:Conduct analysis and visualization pertinent data;Prepare presentations and/or reports;Facilitate meetings, participating in them, and take notes.- Analyze Ukrainian research/resources as needed to support cross-cutting technical briefs and/or reports for USAID- Provide ad hoc support on data analysis and indicator tracking related to the RPC Framework and/or general M&E support- Support the transition of project-related data to counterparts, beneficiaries, and the client.RequirementsBachelor’s degree (or higher) in Data Analytics or other similar areaMinimum of 3 years of experience in data analytics and managementPrior experience with the development of data collection, analysis and reporting methodologies, tools and processes, in the public health and/or health reform sector, and working with NGOs or USAID projects highly desirableStrong data management skills and attention to detail requiredFluency in Ukrainian with working proficiency in EnglishExcellent presentation and meeting arrangement skillsAbility to thrive in a fast-paced, fast-changing environmentPositive team player with strong interpersonal and relationship-building skillsAbility to take initiative, function independently and navigate ambiguityHighly professional, with good discretion and judgementStrong computer proficiency in Microsoft Word, Excel, Power Point and OutlookAbility to travel throughout UkraineAbility to work outside of standard business hours, on an as needed/required basisQualified candidates are expected to send their CVs, cover letter, and list of two professional [email protected] no later than, May 13, 2024.
