Data Officer in ACTED

ACTED is a French NGO founded in 1993 that supports vulnerable populations affected by humanitarian crises worldwide. ACTED provides ongoing support to vulnerable communities by ensuring the sustainability of post-crisis interventions and preparedness for the long-term challenges facing populations in order to break the cycle of poverty, promote development and reduce vulnerability to disasters. ASSIGNMENT

IMPACT has been active in Ukraine since 2015, working primarily in government-controlled and non-government-controlled areas of Donetsk and Luhansk. Following the full-scale invasion in February 2022, IMPACT significantly scaled-up its activities, operating across the whole country to support evidence-based planning and prioritization.

IMPACT provides operational data and analysis to support the delivery of life-saving humanitarian aid in areas close to the frontline and informs countrywide humanitarian prioritization. In addition, we work closely with partners and coordinating bodies to support stabilization, early recovery, and community-planning initiatives that offer longer-term solutions to mitigate the effects of the war on individuals and communities. IMPACT is looking for a Supporting Data Officer for Longitudinal Study of Refugees and Returnees to Ukraine.

• Lead the development of a clear and feasible data publication pathway for the Longitudinal Study, in close coordination with the core Data Officer and assessment team. 

• Define and justify the methodological approach for preparing longitudinal datasets for publication, including anonymization strategies and documentation standards, ensuring methodological rigor and compliance with organizational requirements. 

• Be responsible for identifying and assessing data protection risks related to data publication, and for defining mitigation measures to ensure safe and responsible data sharing. 

 2) Implementation of Data Preparation for Publication 

• Jointly with the core Data Officer, implement all required technical and methodological steps necessary to prepare longitudinal data segments for publication within the project timeframe. 

• Conduct systematic quality assurance checks on prepared datasets and documentation prior to publication. 

• Review and validate outputs produced jointly with the core Data Officer, ensuring methodological soundness, internal consistency, and readiness for external use. 

• Jointly with the core Data Officer, create inputs into technical annexes or methodological notes accompanying data release. 

• If time allows, provide targeted analytical support related to the attrition analysis 

 3) Confidentiality and Data Protection 

• Maintain the highest standards of data confidentiality and security. 

• Take proactive steps to prevent unauthorised sharing or use of sensitive data and information. 

 4) Internal Coordination 

• Work closely with IMPACT’s Data Specialists, Senior Assessment Officer, and Data Officer in-country to ensure the production of high-quality outputs. 

• Coordinate with IMPACT HQ to validate cleaned datasets, analytical outputs, and associated R scripts. 

REQUIRED SKILLS:
  

• Bachelor’s degree completed or in process in a sphere of social sciences, data science, information management or other related specialization.
• Good knowledge of descriptive and inferential statistics, basic knowledge of data science
• Strong skills in Python and/or R for data analysis (pandas, tidyverse) and willingness to work with both.
• Strong skills and experience with Power BI.
• Good Excel skills.
• Fluency in English is required.
• Understanding data confidentiality and data security principles.
• Ability to multitask with tight deadlines, on numerous research cycles in complex environment.
• A self-starter with a proven ability to work independently.
• Ability to operate in a cross-cultural environment requiring flexibility.

NICE TO HAVE:
  

• Experience with Kobo Toolbox or similar platforms.
• Experience in humanitarian sector.
• Experience with other analytics or automatization tools would be a plus.
