Job Description< /strong>
The Information Management (IM) Specialist will assume primary responsibility for data management, data entry, data cleansing, and identifying discrepancies in data from Monitoring, Evaluation, Accountability and Learning (MEAL) and the organization's service recipients, including service satisfaction surveys and post-distribution monitoring, in addition to all work programs.
He/she will be the primary coordinator for developing data collection tools, expanding data management systems, developing dashboards, providing data analysis and supporting efforts reporting from the Monitoring, Evaluation, Accountability and Learning (MEAL) and program departments. The Information Technology Officer will generate and disseminate periodic (weekly, monthly, etc.) top incidence trend analysis and trend analysis for key program indicators. He/she will support the field team in the development of the data management system and support the development of internal procedures for effective data management. He/she will also provide support in data translation as needed.

Main Tasks and Responsibilities

Monitoring, Evaluation, Accountability and Learning (MEAL) system.
Support in the development of internal standard operating procedures (SOPs) for effective data management, from data collection to the final report.
Support in developing/updating required data collection tools according to International Medical Corps standards and donor guidelines in consultation with Monitoring, Evaluation, Accountability and Learning (MEAL) and relevant program teams.
Design and development of necessary data management systems for software data.
Support in the development of instructions for users on the use and management of all databases.
Support in developing/updating analytical dashboards according to the needs of the programs.
Support in data collection management for entire missions and development of mobile data collection forms.
Data entry and analysis.
Entering program data into the relevant database daily/weekly and creating periodic (weekly, monthly) reports, including trend analysis.
Perform data cleaning and input for all mission surveys, except for patient satisfaction surveys, monitoring after distribution of aid.
Enter weekly data into the EWARS online system or similar system for MOH reporting, and create and share monthly trend analysis of the highest risk and incidence diseases.
Retain all forms and hard copies of collected data and backup electronic copies on an external hard drive.
Provide assistance with data collection as needed.
Assist with the logistics and administration of MEAL workshops, trainings, surveys and evaluations.
Technical supervision of the data system.
Review data, identify discrepancies and correct these issues in consultation with supervisor, and participate in a scheduled data quality audit (DQA).
Make regular visits to medical facilities, centers and groMadi sites to provide feedback, as well as provide training on the use of the system and data quality control.
Capacity building.
Support training and support of field staff and partners on data collection, analysis and use.
Conducting presentations of the necessary information.
Maintenance of tracking sheets for both weekly and monthly reports submitted. Generate performance indicators of the completeness and timeliness of reporting on the site and provide them to the manager.
Create and share monthly/quarterly trend analysis for key program metrics.
Regularly update dashboards to provide relevant information to all teams.

Minimum requirements
Bachelor's degree in information management, computer science, data science or in a related field with practical experience or knowledge of working with a data management system. May be substituted for an equivalent combination of relevant education and experience as required.
Typically 2+ years of applied experience working with a humanitarian organization in the field of information technology and system data management.
Must be highly computer literate with hands-on experience in database development and management.
Experience cleaning data and identifying data quality issues and knowledge of remediation methods.
Experience handling and protecting sensitive data, including health information, and creating security systems data
Good knowledge in data analysis and related data management areas.
High proficiency in Microsoft Office applications including Word, Excel, Outlook and PowerPoint.
High level of proficiency with data visualization software including PowerBI.
High level of proficiency in development of mobile data collection tools and XLS forms
Personal and organizational skills, including time management and ability to meet deadlines
Excellent understanding of local, health care and other government systems.
Good training/presentation skills.
Strong communication and interpersonal skills.
Mastery of the LANGUAGE of the Mission at a high level (speaking - reading - writing).
