Competition for the search of a data analyst/analyst for the Global GovTech Center (GGTC)

The Eastern Europe Foundation within the framework of the Swiss-Ukrainian Program "Electronic governance for government accountability and community participation" (EGAP) announces a competition for the search data analytics/analytics within the scope of the EGAP Program.

The EGAP program, financed by the Swiss Agency for Development and Cooperation and implemented by the Eastern Europe Fund and the Innovabridge Fund in partnership with the Ministry of Digital Transformation of Ukraine, is aimed at using the latest information and communication technologies to improve the quality of governance, improve the interaction between authorities and citizens, and promote social innovations in Ukraine.

We are looking for an analyst who works with public data and state registers, prepares analytical data sets, conducts data analysis, creates insights and visualizations, and tests the use of AI and AI agents in research processes. In this role, you will create analytical products for GovTech and evidence-based policy, including digitization indices, reform trackers, policy implementation monitors, cross-country/regional benchmarks, and other analytical materials to support decisions.

Main Responsibilities:

Data and analytical sets

  • work with public data, state registers and other administrative sources;
  • evaluate data quality, completeness and limitations, document sources and update rules;
  • clean, transform and integrate data from open and closed (partner / internal) sources;
  • form analytical datasets for dashboards, indices, trackers, monitoring and reports.

Analytics and insights

  • conduct descriptive and comparative analytics, identify trends, regularities and influencing factors;
  • perform simple forecasting, extrapolation of indicators and scenario calculations;
  • prepare analytical extracts, reviews and comparative analyses;
  • transform analysis results into clear insights, conclusions and recommendations for evidence-based policy;
  • maintain analytical sections of reports, reviews and policy briefs.

BI, Python and AI

  • build and maintain BI models and dashboards (relationships, metrics, DAX);
  • use Python for data preparation, analysis and visualization, as well as process automation;
  • BI-products and research materials;
  • test the use of AI (including AI-agents) in analytics and desk research, check and refine rezultats.

Publishing and interaction

  • publish and update analytical products through the site admin panel;
  • coordinate tasks with the Head of Analysis and the GGTC team Kyiv;
  • present the results of the analysis in a format understandable to a non-technical audience.

Mandatory requirements:

  • 3+ years of experience as a Data Analyst / BI Analyst / Research Analyst;
  • experience working with public and/or government data registers;
  • experience in sociological and/or marketing research data analysis;
  • confident skills in data preparation and quality control;
  • Python (pandas) for data analysis, preparation and visualization;
  • BI tools (modelling, DAX, dashboards);
  • Excel / Google Sheets, in particular data connection and transformation;
  • ability to form insights and short analytical texts;
  • working level English.

Would be an advantage

  • experience in GovTech, public sector or policy research;
  • experience with AI tools in analytics;
  • experience with CMS or admin panels of the sites.
