Data Analyst in Medair Ukraine

Загальна мета: Будучи важливим учасником різносторонньої команди, яка прагне приносити користь найуразливішим групам населення по всьому світу, забезпечуючи практичне і співчутливий догляд, спеціаліст (M&E) працює над тим, щоб системи моніторингу та оцінки були послідовно інтегровані та впроваджені протягом усієї програмної діяльності Medair. Це включає: створення, розробку та підтримку програмних груп для використання систем моніторингу та оцінки для збору, об’єднання та аналізу даних; інтеграція планів та заходів підзвітності бенефіціарів у програми Medair; і відігравання ключової ролі у забезпеченні задоволення потреб, вказаних у звітності ключових зацікавлених сторін (як внутрішніх, так і зовнішніх).

Основні обов’язки 

Моніторинг та оцінювання

• За участі консультантів головного офісу та на місцях, керувати розробкою системи моніторингу й оцінювання, а також інструментів, які дозволять всім проєктам збирати, об’єднувати та підтримувати аналіз даних, щоб відповідати всім відповідним вимогам до звітності (включаючи національний уряд, донорів та внутрішні показники Medair, узгоджені з консультантами сектору), а також для полегшення та інформування щодо управління проєктом.
• Консультувати та підтримувати менеджерів проєктів із залученням консультантів на місцях та головних консультантів відповідного сектору щодо вибору показників та розробки планів моніторингу для всіх проєктів.
• Координувати впровадження системи моніторингу та оцінки, інструментів моніторингу й оцінювання, та планів моніторингу проєкту, включаючи навчання та підтримку для керівників проєктів та команд на місцях, підтримувати аналіз та використання даних, а також здійснювати регулярний огляд та вдосконалення системи за потреби у консультації з радниками сектору на місцях
• За співпраці з радниками сектору на місцях, керувати розробкою та впровадженням збору якісних та кількісних даних, таких як оцінка потреб, інспектування відповідно до методу KPC (Знання, практика, охоплення) з використанням визнаних методів збору даних (наприклад, кластерна вибірка, вибірка для гарантованого контролю якості (LQAS), оцінки проєктів із використанням визнаних критеріїв (наприклад, Комітету з питань організації економічного співробітництва та розвитку OECD-DAC) та інші відповідні заходи з моніторингу та оцінки. Тримати зв’язок з консультантами щодо нових методологій опитування, якщо вони не мають досвіду (наприклад, SMART ENA або LQAS). Працювати з персоналом для розробки та стандартизації інструментів опитування та інших форм збору даних для програм моніторингу.
• Навчати працівників відповідних програм інструментів моніторингу й оцінювання, збору та аналізу даних, а також основних методів опитування та вибірки.

Відповідальність перед бенефіціарами

• Керувати розробкою та/або вдосконаленням плану підзвітності перед бенефіціарами, інтегрованого в ширшу систему моніторингу та оцінки
• Навчати та підтримувати менеджерів проєктів та команд на місцях для інтеграції діяльності в проєктному циклі
• Пропагувати принципи та практики бенефіціарської підзвітносthose to colleagues, providing training and coaching on beneficiary feedback and other best practices as needed
• Be a focal point, promoting   principles and advising all managers on actions within the International Humanitarian Partnership (HAP) -I) for the regional program

Communication with donors

• Provide support to project managers, with input from sector consultants in the field and from headquarters, to develop elements of monitoring and evaluation of donor proposals and reports, including the provision of monitoring plans (in accordance with donor and Medair instructions), project data and reports on progress towards indicators
• Provide data analysis for internal monitoring and donor reporting in a timely manner, assisting in the writing of project reports and proposals as necessary
• Report on program activities and results to necessary bodies, coordination groups and other requesting organizations with the required frequency (e.g. weekly, monthly, quarterly, etc.)
• Communicate with Regional Program Manager and Program Funding Manager for updates and follow-up of donor procedures / recommendations

Quality management

• Provide support to project managers involving sector consultants in the field and from head office on monitoring and evaluation elements of other external and/or internal reports (including for statutory bodies, coordination groups and other requesting organizations) with the necessary periodicity (e.g. , weekly, monthly, quarterly, etc.)
• Provide additional support to project management activities as needed at the discretion of regional program senior management
• Encourage the preservation of institutional memory on monitoring and evaluation issues in the regional program by providing advice on reporting and transfer of experience for the benefit of current and future projects
• Participate in quarterly and strategic meetings, as well as provide own input in the development and evaluation of the regional strategy

Delegated duties

• Development and support for the implementation and continuous improvement of the monitoring and evaluation system and tools in the country in cooperation with field sector advisors and head office advisors
• Take a leading role in the development and implementation of surveys, needs assessments, KPC (Knowledge, Practice, Coverage) inspections, assessments and other relevant monitoring and evaluation activities with technical assistance from field sector advisors and head office advisors
• Provide information, statistics and written reports to field managers and to head office for use in internal and external reports and audits with technical review by field advisors and head office as agreed

Personal qualities of a person

Professional qualifications

• Higher education in the field of health care, international development or other relevant social sciences
• Availability of proven trainingand experience monitoring and evaluating humanitarian programs using qualitative and quantitative data collection methods
• Training in epidemiology, statistics, and software including SPSS (Statistical Package for the Social Sciences), STATA (General Purpose Statistical Software Package), or EPI info (Statistical Software for Epidemiology) 

Work experience

• 2 years of managerial experience, including preparation of reports
• 1 year of experience in managing a humanitarian monitoring and evaluation system, including supervision of household inspections
• 2 years of experience working in a multicultural environment

Languages

• English (oral and written skills)
• Knowledge of the local language or willingness to learn it

IT  

• Microsoft Office: Proficiency in Excel
• Proficiency in SPSS, STATA, EPI-INFO and/or SMART –ENA software
