Cyber ​​security specialist in Fond Shidna Evropa

The international charitable organization "Eastern Europe Foundation" as part of the implementation of the Swiss-Ukrainian program "Electronic governance for government accountability and community participation (EGAP)" announces a competition for a cyber security expert.

The EGAP program, implemented by the Eastern Europe Foundation and the Innovabridge Foundation in partnership with the Ministry of Digital Transformation of Ukraine and financed by the Swiss Agency for Development and cooperation aimed at using digital technologies to improve the quality of governance, improve the interaction between the government, business and citizens and promote social innovation in Ukraine.

Goal:increasing the level of cyber protection in the field of health care, taking measures to reduce negative factors in order to ensure an adequate level of information security of society and the state and protection of digital means of protection health.

 Main tasks:

- Development of recommendations and technical measures to increase the level of cyber protection of information and communication systems and registers in the field of health care

- Interaction with subjects, in particular, health care institutions and increase the level of their cyber security

- Development of a training course on cyber hygiene and conducting appropriate training for institutions in the field of health care, health care facilities

- Participation in the coordination and organization of activities for the construction and implementation of the industry center for cyber security in the field of health care (HCC). Preparation of technical descriptions/tasks for 4 information protection systems of the FCC

- Development of a cyber security reference model on the basis of specified institutions/health care facilities

- Collection, analysis and preparation of a report on the quarterly status of the implementation of 18 specified information security and cyber protection measures of the plan of measures to increase cyber security in health care institutions of the regions

- Supporting the implementation of the necessary cyber security measures within the framework of strategic and operational activities

- Development and preparation of information on information and communication systems for the implementation of the Regulation on the Register of information, electronic communication and information and communication systems of executive authorities, as well as enterprises, institutions and organizations belonging to the sphere of their management, approved by the resolution of the CMU on August 3 No. 688 of 2005

- Consulting on cyber security in the field of electronic health care

- Increasing the level of cyber protection of health care institutions/facilities by developing and implementing information security and cyber protection measures, software, technical, organizational and methodological measures on information protection issues and cyber security

Expected results:

Formation of work plans, performance of specified tasks in specified terms, support and consulting

Requirements:

- Higher education in the field of information security, cyber security, computer science, information technology or related field (at least a master's degree)

- At least 5 years of work experience in the field of informationsecurity or cyber protection, preferably in the public sector or in large organizations with a complex IT infrastructure

- Experience in coordination or project management in the field of cyber security (development of concepts, technical tasks, implementation support)

- Practical experience of interaction with state bodies in the field of cyber protection: DSSZZI, NCCC, NSDC, Ministry of Digital and by others

- Experience in preparing regulations, technical and methodological documentation on information security issues

- Experience in participating in the creation or maintenance of critical information infrastructure objects

- Deep understanding of the principles of cyber protection, methods of risk analysis, IT infrastructure protection, incident monitoring

- Knowledge of national and international legislation in the field cyber security

- Skills in developing information security policies, access procedures, user instructions

- Ability to develop training programs and conduct training (for example, in cyber hygiene)

- Ability to work with confidential information, ensuring its protection in accordance with the requirements of legislation

- Analytical thinking, ability to work with a large amount of information, prepare analytical reports

- Developed communication and presentation skills, experience in coordination of interdepartmental cooperation

- Internationally recognized certificates in cyber security are desired (will be an advantage)
