Overall Purpose, responsibilities

Set-up and manage Medair’s CVA & NFI programming. This involves assessments of markets, training of staff, coordinating with other actors, support in developing and documenting processes and procedures, effectively managing and reporting on the project.

Project Overview

Medair is an international Christian humanitarian organization that provides emergency response to most vulnerable people occurring amidst conflict, disease, and disaster to ensure their life in dignity and hope. It launched its activities in Ukraine in early March 2022 as a result of Russian military actions escalation in Ukraine. Medair has implemented numerous interventions in various sectors, such as Shelter, Health, Cash and NFI, Case Management, WASH, Mental Health. Medair teams are located in the East, North and West of Ukraine to ensure multi-sectoral approach to assistance. We are looking for a qualified professional to join us in supporting vulnerable communities.

Major Duties and Responsibilities

Project Management - Training

  • Coordinate the assessment and monitoring of the markets in the regions.
  • Manage the assigned Cash assistance and distribution project(s) in order to meet the project objectives within budget and within the allotted time frame. And report promptly any operational concerns to line manager (e.g. projected failure to meet objectives; increased beneficiary needs; projected over or under spending on project budget).
  • Train the staff involved in the cash and distribution activities and support the set-up in each location.
  • Monitor & supervise project activities.
  • Facilitate regular meetings to assist information sharing between project staff, to ensure all staff members are aware of project objectives and current work plans and to provide the opportunity for feedback.
  • Provide input into the integration of beneficiary participation and accountability in all aspects of the project.
  • Ensure accurate and timely reporting of activities according to Medair, donor and timeframes and formats.
  • Creation or updating of ODK forms in Excel used for surveys to beneficiary households and post distribution monitoring.

Financial Management

  • Monitor the data collection related to tracking of cash payments and distribution to beneficiaries.
  • Manage the budget for the assigned project(s) and ensure all expenses are according to budget and meet the Medair standards with regard to financial management, including accountability and good governance.
  • Support the team where needed in the set-up and management of cash assistance and distribution modalities for the project, in alignment with sector standards of the concerned banking institutions.

Communication and Coordination

  • Develop appropriate, regular, transparent and supportive communication structures with the assigned team.
  • Liaise and develop relationships with other NGOs/UN agencies, local authority structures and other stakeholders. 
  • Attend coordination meetings, such as regional/oblast level meetings and other.
  • Ensure cross check of lists of potential beneficiaries with other agencies to avoid duplication of beneficiaries and overlap with other programmes.

Quality Management

  • Ensure projects are implemented in line with donor requirements and in accordance with Medair, donor, country and international standards.
  • Ensure the inclusion of multichannel feedback measures, data protection considerations and security aspects to be implemented to avoid fraud and corruption as well as unattended effects.

Person Specification

Qualification / Experience 

Vocational qualification

Essential - Bachelor degree in project management, development studies, social work or related areas.

Desirable  -  Understanding of Data collection principles

Strong knowledge of Project Management principles.

Good report writing skills.

Work experience 

Essential - 2 years post-qualification professional experience 

Experience in report writing in English. 

Desirable  -  project management & humanitarian experience.

Languages 

Essential - Ukrainian written and spoken

Very good level of English, spoken and written

Desirable  -  Excellent English

IT 

Essential - Excellent computer skills (Word & excel, Internet, e-mail writing). Technical aptitude to pick up digital data collection methods

Desirable  -  Advanced knowledge of Excel and databases. Experience of using ODK software

Key Duties and Responsibilities< br/>Project Management - Training
Coordinating evaluation and market monitoring in the regions.

  • Managing the grant and distribution project(s) to achieve project objectives within budget and within the allotted time. Immediate reporting to line manager of any operational issues (eg anticipated underachievement of targets; increase in beneficiary needs; projected overspend or underspend of project budget).
  • Training of staff involved in cash and distribution activities and maintain setup at each location.
  • Monitoring and overseeing project activities.
  • Facilitating regular meetings to facilitate communication between project staff to ensure all staff are aware of project objectives and current work plans and provide opportunity for feedback.
  • Contribute to the integration of beneficiary participation and accountability in all aspects of the project.
  • Ensure accurate and timely reporting of activities in line with time frames and Medair, donor and donor formats.
  • Create or update ODK Excel forms used for beneficiary household surveys and post-distribution monitoring.

Financial management

  • Oversee the collection of data related to the tracking of cash disbursements and distribution of beneficiaries.
  • Manage the budget of the assigned project(s) and ensure that that all expenditures are on budget and meet Medair's financial management standards, including accountability and good governance.
  • Support the team, as needed, in establishing and managing the grant and distribution methods for the project in accordance with industry standards of the relevant banking institutions.
