In Ukraine, FHI 360 implements the project "Achieving goals and supporting epidemic control in Ukraine" (hereinafter - EpiC), which outlines a comprehensive strategy for strengthening health and animal health systems in Ukraine in accordance with the Global Health Strategy of the US government.
One of the key directions of the EpiC project in Ukraine is to develop the capacity of public health professionals, strengthen infection prevention and control (IPC) programs in health care institutions through needs assessment, mentoring and training of managers and staff, as well as providing logistical and expert support to hospital infection control departments.

The consultant will be required to perform and present the following results:
- Develop the concept of a 2-day training on the topic "Practical crisis communications and the policy of a single voice during emergency situations in the field of public health" for representatives of public health at the national and regional levels (Center for Public Health and Regional Centers for Disease Control and Prevention).
- Approve the concept with specialists of the EpiC Project.
- Develop content (presentation and educational materials) of the 2-day training.
- Approve content with specialists of the EpiC Project.
- In the process of developing the training, coordinate the content and approaches with the relevant involved departments of the Public Health Center (PHC), other potentially involved trainers and specialists of the EpiC Project.
- Develop a 2-day training program.
- Approve a 2-day training program with EpiC Project specialists.
- Conductfour 2-day trainings. Prepare a report on the work performed in accordance with the defined stages of the work.
Place of the task:
The work will be carried out in Kyiv.
Expected workload:Approximately 31 days over four months

Eligibility Requirements
Mandatory:
- Experience in the development and implementation of training programs.
- Proven thorough and practical experience, as well as knowledge in the field of crisis communications during emergency situations in the public health sector.
- High analytical skills and the ability to collect, process and systematize large amounts of information from various sources.
- Ability to collaborate and coordinate information between different stakeholder groups.
Desired Qualifications:
- Master's degree in in communication or public health, or related majors.
- Relevant proven work experience (3+ years) in a trainer role in the public health sector. Practical proven experience of working with crisis communications in the field of public health will be an advantage.
- Experience as a consultant and proven ability to achieve set results under tight deadlines.
- High level of command of the English language.
Selection criteria
FHI 360 will evaluate proposals from consultants that meet the mandatory requirements:
- Applications that do not meet the mandatory qualification requirements will not be considered.
- Degree of compliance with the mandatory qualification requirements (50%).
- Interview (50%).

In Ukraine, FHI 360 implements the project "Achieving Goals and Supporting Epidemic Control in Ukraine" (hereinafter referred to as EpiC), which outlines a comprehensive strategy for strengthening health and animal health systems in Ukraine in accordance with the US Government's Global Health Strategy.
One of the key areas of the EpiC project in Ukraine is developing the capacity of public health specialists, strengthening infection prevention and control (IPC) programs in healthcare facilities by assessing needs, mentoring and training managers and staff, and providing logistical and expert support to hospital infection control departments.
Deliverables,Milestones:
FHI 360 is seeking Consultant (Trainer) to design 2-days training and conduct four such trainings (according to pre-aligned schedule) on the topic "Practical Crisis Communications and One Voice Policy during Public Health Emergencies" for national and regional health officials (Center for Public Health and Regional Centers for Disease Control and Prevention), focusing on crisis communication, to ensure a unified and credible voice during health emergencies.
Each training consists of two days: Day 1 aims to establish and reinforce a theoretical foundation through case studies and the analysis of practical scenarios; Day 2 focuses on the practical application of communication skills during active crisis situations.
Specifically, the Consultant will be required to provide the following deliverables:
- Develop a concept for 2-days training on “Practical Crisis Communications and One Voice Policy during Public Health Emergencies” for national and regional public health representatives (Center for Public Health and Regional Centers for Disease Control and Prevention).
- Obtain concept approval from EpiC Project.
- Develop the content (presentations and educational materials) for the 2-days training.
- Obtain content approval from EpiC Project.
- Coordinate and align the training content and methodology with relevant departments of the Center for Public Health (CPH), other trainers potentially involved and EpiC Project.
- Develop Agenda of the 2-days training.
- Obtain approval of the Agenda of the 2-days training from EpiC Project.
- Facilitate four 2-days trainings.
- Prepare a final report on the work performed in accordance with the defined project milestones.

Expected Level of Effort: Approximately 31 days over a period of four months

Qualifications:
Mandatory
- Profound experience in training programs development and execution.
- Proven profound and practical knowledge and experience in crisis communication related to emergency situations in public health sector.
- Profound analytical skills and ability to collect, process and systemize large amounts of information from different sources.
- Ability to collaborate and align information among different groups of stakeholders.
- Registration as Private Entrepreneur to perform the specified function or willingness to register as one.
Desirable Requirements:
- Master’s degree in communications or public health, or related field.
- Relevant proven working experience (3+years) as a trainer in public health sector. Practical proven working experience in the sphere of crisis communications in public health sector would be an advantage.
- Consultancy experience and a proven ability to deliver results under tight deadlines.
- Good command of English.
Evaluation Criteria
FHI 360 will evaluate proposals from consultants meeting the mandatory requirements in accordance with the following criteria:
- Applications not meeting the mandatory qualifications will be disqualified.
- The extent to which desirable qualifications are met and mandatory qualifications exceeded (50%)
- Oral interview (50%)
