FHI 360 is an international non-profit humanitarian organization that works in more than 70 countries around the world for the long-term improvement of people's lives through innovative solutions based on local capabilities. In Ukraine, FHI 360 implements the project "Achieving goals and supporting epidemic control in Ukraine" (hereinafter - EpiC), which outlines a comprehensive strategy for strengthening health and animal health systems in Ukraine in accordance with the Global Health Strategy of the US government.
One of the key directions of the EpiC project in Ukraine is the development of the capacity of public health professionals, the strengthening of infection prevention and control programs (IPIC) in health care institutions through needs assessment, mentoring and training of managers and staff, as well as providing logistical and expert support to hospital infection control departments.
Description of tasks to be performed:
FHI 360 is looking for a consultant to develop a Standard Operating Procedure (SOP) for immediate activation of communication based evidence during public health crises to ensure a rapid, coordinated, and effective communication response to public health emergencies (eg: infectious disease outbreak, radiation threat, drinking water contamination, etc.). The document (SOP) will determine the procedure for the organization and implementation of communication by the Center for Public Health and the Centers for Disease Control and Prevention in the event of a threat of occurrence or emergence of emergency situations in the field of public health.
SOP should include comprehensive algorithms for evidence-based communication that integrates the human and animal health sectors, providing a structural framework for consistent and effective communication and emergency response.
The consultant will be required to perform and present the following results:
Develop a SOP that defines the amount of information required for communication and the order of actions regarding communications in in the event of a crisis situation that has already occurred.
Prepare a report on the work performed in accordance with the defined stages of work
Task location:
The work will be carried out in Kyiv in a hybrid format.
Expected workload: Approximately 50 days over four months

Required:
Experience in developing the content of standard operating procedures (SOPs) and proven results.
Proven in-depth knowledge and experience in crisis communications during public health emergencies.
Knowledge of Ukrainian legislation in the field of public health and experience working with international protocols.
Deep analytical skills and the ability to collect, process and systematize large amounts of information from various sources.
Ability to professionally conduct negotiations, cooperate and collect the necessary information from different groups of specialists and ensure agreement of the text of the document.
Registration as an individual entrepreneur (FPO) to perform the specified functions or willingness to register as such.
High level of command of the English language.
Desired Qualifications:
Master's degree in public health, health management, or related field.
Relevant work experience (5+ years) in the public health sector, Practical experience in public health crisis communications would be an advantage.
Experience as a consultant and the ability to achieve set results under tight deadlinesnot

One of the key areas of the EpiC project in Ukraine is developing the capacity of public health specialists, strengthening infection prevention and control (IPC) programs in healthcare facilities by assessing needs, mentoring and training managers and staff, and providing logistical and expert support to hospital infection control departments.
Deliverables, Milestones:
FHI 360 is seeking Consultant to develop a Standard Operating Procedure (SOP) for the immediate activation of Evidence-Based Management of Communications in Emergencies during public health crises.
The goal is to ensure a rapid, coordinated, and effective communication response to public health emergencies (e.g., infectious disease outbreaks, radiation threats, drinking water contamination, etc.). The SOP will define the procedures for organizing and implementing communications by the Public Health Center and the Regional Centers for Disease Control and Prevention (RCDCP) in the event of a potential or actual public health emergency. The SOP must include comprehensive, evidence-based communication algorithms that integrate human and animal health sectors, providing a structural framework for consistent and effective information sharing and emergency response.
Specifically, the Consultant will be required to provide the following deliverables:
Develop SOP that specifies the amount of information necessary for communication and defines the protocol for crisis communications
Create a list of mandatory Annexes (Appendices) to the SOP.
In the process of SOP and Annexes development to align on the content with the involved departments of the Center for Public Health (CPH)
Edit educational materials on crisis communications.
Prepare report on completed work in accordance with the defined project stages.
Location of the Assignment : Work will be carried out in Kyiv in a hybrid mode.

Qualifications:
Mandatory
Profound experience of work with SOP content development and proven results.
Proven profound knowledge and experience in crisis communication related to emergency situations in public health sector.
Knowledge of the Ukrainian legislation in public health sphere and experience of work with international protocols.
Profound analytical skills and ability to collect, process and systemize large amounts of information from different sources.
Ability to negotiate, collaborate and collect necessary information from different levels and groups of stakeholders.
Registration as Private Entrepreneur to perform the specified function or willingness to register as one.
Proficiency in English.
