Coordinator for the development and implementation of the concept ofSmartCity

The international charitable organization "Eastern Europe Foundation" within the framework of the implementation of the Swiss-Ukrainian program "Electronic governance for government accountability and community participation (EGAP)" announces a competition for a coordinator for the development and implementation of the Smart City concept in cities selected in within the framework of the competition.

The EGAP program, implemented by the Eastern Europe Foundation and the Innovabridge Foundation in partnership with the Ministry of Digital Transformation of Ukraine and financed by the Swiss Agency for Development and Cooperation, aims to use digital technologies to improve the quality of governance, improve the interaction between government, business and citizens and promote social innovation in Ukraine.

According to the results of the competition, cities with a population of 40-110 were selected thousand people, with whom the Smart City concept will be jointly developed and implemented, which aims at the systematic transformation of all areas of the city's life with the help of the latest technologies.
We are looking for a new member of the regional component team to develop and support the implementation of the concept, taking into account the best practices and modern trends.

Start date: as soon as possible

Duties:
Analysis of world experience and best practices of implementing the Smart City concept, in particular in EU countries.
Leadership and coordination of the development, together with representatives of local governments and representatives of civil society institutions, of the Smart City concept and its step-by-step plans implementation in the cities participating in the project;
Analysis of existing strategic documents adopted by local self-government bodies in the field of Smart City and digitalization;
Coordination of the development of proposals for amendments to thelocal regulatory and legal acts of cities regarding the implementation of the Smart City concept;
Expert and mentoring support, monitoring and coordination of cities in the implementation of the Smart City concept, digital solutions, digital models, etc.;
Participation in events held by cities regarding the implementation of digital solutions.

Qualification requirements for the coordinator:
higher education (preferred);
experience in the successful implementation of digital projects and/or development projects in a local authority self-governance;
experience in developing local policies and coordinating their discussion with the deputies and the public sector;
ability to see the long-term perspective of community development and form a strategic vision of development in communities.

Desired skills:
strong leadership skills, ability to convince and defend one's own opinion;
ability and desire to work in a team;
high level communication skills and stress resistance;
the ability to work with information and the ability to systematize itattention to detail; high level of self-organization; ability to work under limited time conditions; ability to work effectively in multitasking mode, adapt to changes; moderation and diligence in performing assigned tasks; experience in management positions in local self-government bodies and/or experience in management positions in communal enterprises will be an advantage;
knowledge of the English language will be a significant advantage (not lower than level B1).

We are looking for a new team members for our regional component, for the development and support of the implementation of the concept, with the consideration of the best practices are modern trends.

Requirements:
Analysis of worldwide experience and the best practices of implementing the concept of Smart City, particularly within the EU.
Leadership and coordination within the development, together with representatives of local government, and representatives of the institutes of civil society, and step by step planning on implementing the concept of Smart City within cities that participate in this project.
Analysis of existing strategic documents, implemented by local governments regarding the nuances of Smart City and digitalization.
Coordination of the development of proposals for the implementation of changes into local regulatory and legal acts of cities regarding the application of the concept of Smart City.
Expert and mentorship support, monitoring and coordination of cities participating in the Smart City concept, digital solutions, digital models, etc.
:Participation in events that support cities in the administration of digital resolutions.

experience in the development of local politics and the coordination of discussion with local Deputies and the civil sector;

Experience in management positions in local government bodies and/or  municipal enterprises will be an advantage;
