General information

of Foreign Affairs, Commonwealth of Nations and Development Affairs (MFA) of Great Britain in cooperation with the Ukrainian government. The goal of PFRU-2 is to provide the Ukrainian state with better conditions for managing the inclusive recovery and revival of Ukraine in partnership with civil society and the private sector in the face of Russian aggression.

The coordinator must support the implementation of activities within the framework of the "Memorialization" sub-project of the project "Transitional justice and the missing persons mechanism". The role involves coordination and facilitation of cooperation with government partners, as well as representatives of civil society in connection with activities implemented within the framework of the "Memory Routes" initiative of the Ministry of Community and Territorial Development.

Key tasks and responsibilities (main functions):

Provide support to the "Memorialization" sub-project in the coordination and implementation of activities with PFRU partners.

  • Assist the project manager in the development of plans, proposals, reports and other documents, ensuring their compliance with the theory of action and the theory of changes of the project.
  • Monitoring the status of project activities, regularly updating project trackers and keeping team members informed of progress, delays and any potential issues.
  • Drafting Terms of Reference (TOR) and Purchase Requests (PR) with detailed specifications to ensure compliance with PFRU partner requirements.
  • Coordinating with procurement and stakeholders to ensure timely delivery and quality of procured items.
  • Manage the organization and conduct of workshops and public events from start to finish.
  • Control logistics issues, supplier coordination, participant management and on-site execution.
  • Support the overall implementation of events in cooperation with the State Tourism Development Agency (DART).
  • Support the project manager in communication with PFRU partners.

Qualification:

  • Bachelor's degree in public administration, international relations, political and social sciences, history or a related field.
  • Experience in international development projects, preferably in humanitarian, diplomatic or human rights organizations.
  • Experience in implementing development and stabilization projects in cooperation with the Government of Ukraine (UU), including relevant ministries (for example, the Ministry of Culture, the Ministry of Community and Territorial Development, the Ministry of Veterans Affairs), Ukrthe Ain Institute of National Remembrance, the Prosecutor General's Office and civil society organizations dealing with transitional justice and/or memory work.
  • Excellent written and verbal communication skills.
  • Proven integrity, professionalism and versatility in various work environments.
  • Proven ability to work effectively with colleagues, external partners and stakeholders, including in high-pressure or dynamic environments circumstances.
  • Fluency in English and Ukrainian is a mandatory requirement.

Subordination:    

The Coordinator will report to the Project Manager with memorialization.

Length of work / scope of involvement (LOE):

Work in this position involves full-time employment, based on the contract with the FOP.

font-weight: 400">The Partnership Fund for a Resilient Ukraine – Phase 2 (PFRU-2) is a multi-year, multi-donor funded program managed by the UK's Foreign, Commonwealth and Development Office (FCDO) and governed in collaboration with the Government of Ukraine. PFRU-2’s aim is to set improved conditions for the Ukrainian state, in partnership with civil society and the private sector, to lead on inclusive national recovery and revitalization in the context of Russia’s aggression.

The Coordinator is expected to support the implementation of activities under the subproject Memorialisation of Transitional Justice and Missing Persons Mechanism project. The role entails leading and facilitating coordination with governmental counterparts as well as civil society partners in relation to activities implemented within the framework of the “Memory Routes” initiative by the Ministry for Development of Communities and Territories.

Principal Duties and Responsibilities:

The consultant will carry out the following tasks:

  • Provide support to the Memorialisation subproject in coordinating and implementing activities with PFRU partners. 
  • Assist the Project Manager in developing plans, proposals, reports, and other documents, ensuring their alignment with the project’s theory of action and theory of change. 
  • Monitor the status of project activities, regularly update project trackers, and inform team members about progress, delays, and any potential issues. 
  • Draft Terms of Reference (TORs) and Procurement Requests (PRs) with detailed specifications to ensure compliance with PFRU partner requirements. 
  • Coordinate with the procurement unit and stakeholders to ensure timely delivery and quality compliance of procured goods. 
  • Lead the end-to-end organisation and implementation of workshops and public events.
  • Oversee logistical arrangements, vendor coordination, participant management, and on-site execution.
  • Support the overall implementation of activities in cooperation with State Agency for Tourism Development (SADT).
  • Support the Project Manager in communication with PFRU partners. 

Qualifications:

  • A bachelor's degree in public administration, international relations, political and social sciences, history or a related field. 
  • Experience working on international development projects, preferably in humanitarian, diplomatic, or advocacy-oriented organisations. 
  • Excellent written and verbal communication skills. 
  • Demonstrated integrity, professionalism, and versatility in diverse working environments. 
  • Proven ability to work effectively with colleagues, external partners, and stakeholders, including in high-pressure or dynamic contexts.  
  • Fluency in English and Ukrainian is required.  
  • Experience in implementing development and stabilisation projects in cooperation with the Government of Ukraine (GoU), including relevant ministries (e.g., Ministry of Culture, Ministry for Development of Communities and Territories, Ministry of Veterans), the Ukrainian Institute of National Remembrance, the Office of the Prosecutor General, and civil society organisations engaged in transitional justice and/or memory work. 

Management of the Assignment: 

Coordinator for Memorialisation will report to the Project Manager for the Memoralisation.

Duration of Assignment/LOE:

This will be a full-time assignment, based on the PE contract.

Kyiv, Ukraine.
