The international non-profit organization Management Sciences for Health (MSH), which, with the support of USAID, is implementing the Safe, Affordable and Effective Medicines for Ukrainians (SAFEMed) project in Ukraine, is looking for a Consultant for the analysis of the positive list of essential medicines for a short-term project (3 months ).Main duties: Combine the National list of essential medicinal products, the list of medicinal products for centralized procurement, the list of medicinal products under the reimbursement program "Affordable Medicines" and a single list of essential medicinal products (the so-called Positive List) by form. Analyze each item, which is included in the Positive list and/or is purchased with budget funds, but is not included in any of the state lists, based on the analytical data of the SMD database, in particular: - duplication of several public procurement mechanisms; - list of medicinal products that are purchased by the regions, but are not included to any of the lists; - the application of several procurement tools to one item; - the difference in prices for centralized and decentralized purchases. To provide recommendations on the further filling of the Positive List in order to ensure purchases for budget funds (for each item). To form a draft of the Positive List on on the basis of an in-depth analysis. Investigate which EU terminological dictionary Ukraine should use for the future process of European integration (forms of release, dosage, etc.). Provide proposals for harmonization with EU standards regarding terminology in the Positive List (forms of release, dosage, etc.). Requirements for candidates: higher pharmaceutical education (or medical education as a second choice); work experience in health care of 3 years or more; experience working with data analysis and large arrays of information; practical knowledge of the system of procurement of medicinal products for budget funds in Ukraine; willingness to work within specified deadlines in an intensive mode - from May 2024; knowledge of the English language at the Intermediate level, Ukrainian - fluency. experience of working with state bodies (MoH, CGZ, DEC, MZU, NSZU) will be an advantage.
