Summary: The Partnership Fund for a Resilient Ukraine (PFRU) is a multi-year, multi-donor funded programme managed by the UK’s Foreign, Commonwealth and Development Office (FCDO) and governed in collaboration with the Government of Ukraine. The PFRU aims to support the resilience of Ukraine’s state, civil society, communities, and private sector in the face of Russia's aggression now and lay the groundwork for long-term peace on Ukraine’s terms.Working across Ukraine and with a focus on frontline communities, PFRU’s Resilience workstream fosters cooperation between the Government of Ukraine and citizens living in frontline communities, prepares governments in exile of TOTs for liberation, counters Russian disinformation, and sustains civilian resilience in the face of Russian aggression. This includes Mental Health and Psychosocial Support and robust public service delivery, particularly to vulnerable populations, IDPs and families of missing persons.Given this, PFRU is looking for a nationalconsultantwith diverse expertise in the MHPSS sector who will contribute to developing and implementing the aforementioned capacity-building program.Responsibilities: Prepare and evaluate concept notes, applications, and grant agreement/award documents with the grants team to ensure consistency with programme priorities, goals and objectivesIncorporate analysis of Ukraine's rapidly changing context related to MHPSS, informed by partners implementing this work, into programming design and delivery, sharing relevant updates with a broader team where appropriate. Work with delivery partners to identify and manage risks and ensure projects are delivered within required budgets, regularly briefing the Senior MHPSS Project ManagerProvide technical and administrative oversight and training to partners, grantees and local government administrations, where relevant, during project design and implementation. Use the fund management tools and project trackers for tracking and detailing activities and liaise with the Fund Management Team, procurement and finance staff to ensure compliance with internal processes and donor requirements.Coordinate with the PFRU research and monitoring, evaluation and learning (RMEL) team to align projects with the MEL plan and ensure projects are informed by evidence. Monitor and evaluate progress and contribute to relevant reporting.Contribute to technical workshops, presentations and stakeholder meetings, as required, and support the MHPSS thinking and delivery in other PFRU pillars.Provide additional administrative and technical tasks and deliverables, as requested by the Senior MHPSS Project ManagerRequired Skills and Qualifications: A bachelor’s degree is required, but an advanced degree in public health, psychiatry, psychology, social sciences, or a related field is preferred.At least three (3-5) years of demonstrated experience in project design, development, and management of MHPSS programming.Demonstrated analytical ability and understanding of local, regional, and national political and MHPSS context, architecture, networks and stakeholders (including donor funding programming in this area, UN/NGOs/Civil society, etc.)Knowledge of IASC MHPSS tools, guidelines and recommendations.Strong organisational, management, and administrative skills, including report writing, monitoring, and evaluation.Ability to think creatively when conceptualising relevant project activities.Experience working with local organisations, including government entities and civil society, is preferred. Experience working in international organisations or on donor-funded programmes is preferred; Strong communication, presentation and management skills.Demonstrated experience in mainstreaming gender, equity and social inclusion in existing projects; Fluency in Ukrainian and English, written and spoken. Reports to:Senior MHPSS Project Manager Type of Assignment:part-time, estimated 10 days per month for four months.Location of Assignment:Kyiv, Ukraine with travel to other regions of Ukraine as needed.Application DetailsApply using the following link by May 16th.
