Job Summary We are looking for a qualified professional to provide consultation support for digitising Government services on a new digital public services platform with the aim to deliver high quality and accessible digital services to vulnerable groups in Ukraine to address complex challenges posed by the war, including ensuring transparency and accountability of the recovery process, critically important for Ukraine's EU integration. The key areas of focus include:
• E-services for war veterans and their family members on the portal and the mobile application
• E-services in social and pension sphere
• Push notifications in the mobile application. To successfully implement these new e-services, we require expert support in concept development. This support will be crucial in assessing the feasibility of the selected e-services and preparing proposals for their implementation. The consultation will also help us in identifying potential challenges and opportunities, ensuring a smooth and efficient transition to electronic service delivery. Responsibilities & Duties It is expected that the Consultant for e-services concept development will deliver the following services: Deliverables #1 - Preparation of Technical Requirements for Implementing Push Notifications on Social Services Deliverables #2 - Proposals for the Provision of Electronic Copies of Pension Case Documents as an E-Service Deliverables #3 - Proposals and Concept Development for Implementing a Pension Calculator Deliverables #4 - Preparation of Technical Requirements for Implementing Push Notifications on Status Updates in the Unified State Register of War Veterans Deliverables #5 - Development of the Business Process for Submitting an Application for Psychological Assistance to Veterans and Their Family Members Essential Skills
• At least advanced University degree (Master's/ Specialist) or equivalent in computer science, communication technologies, or related field.
• At least 10+ years of Industry experience and minimum 5 years of experience as BUSINESS ANALYST.
• Must have executed minimum 5 projects similar projects confirming the experience in public e-services implementation.
• Experience with at least one project of e-service implementation of the Ukrainian Government e-services portal.
• Experience of working with international organizations is an asset. Nice to Have Skills
• Professional certification as BUSINESS ANALYST. Background Check Criminal Records Have you been arrested, indicted, or summoned into court as a defendant in a criminal proceeding, or convicted, fined or imprisoned for the violation of any law (excluding minor traffic violations)? If yes, give full particulars of each case in an attached statement. Statement of Health The selected contractor will be required to provide proof of insurance coverage as stated in the Statement of Health herewith attached priorto contract signature.
