Founded in 1933 at the urging of Albert Einstein, the IRC offers life-saving assistance to refugees who are forced to flee war or disaster. Working today in more than 40 countries, the IRC strives to restore safety, dignity and hope to the millions who have fled their homes and are struggling to survive.

Over 3.6 million people fled across the border in search of safety in the 1st month after the escalation of the conflict in Ukraine on February 24, 2022, and it is reported that more than 6.5 million Ukrainians are displaced persons. With the vast majority of displaced people being women, girls and boys, this could be Europe's worst humanitarian crisis in decades.

In the 7 until February 23, 2022, the IRC team carried out a review mission covering Poland and Ukraine to better understand the context, the humanitarian situation and the civil society landscape, as well as expected service delivery gaps in the event of an escalation of the conflict in Ukraine and further displacement into neighboring Poland. As of February 24, IRC has moved into emergency response and has identified partner agencies in Ukraine and Poland to provide immediate assistance that can be used where it is most needed. At the same time, the IRC is starting work in Ukraine and Poland to complement the partner response services both in breadth and scale.

Job duties'links:

PROL community mobilizer will be responsible for visiting communities, collective living centers, transit centers and other hubs, collecting data and information from internally displaced persons and other war-affected population groups in Ukraine, providing operational information and redirecting people from with immediate needs to the relevant assistance services, the Community Mobilizer will be based in Mykolaiv and will make frequent trips to Odesa and Mykolaiv settlements.of regions.

Duties of the Community Mobilizer of the Protection and Rule program of Law have the following objectives:

  • Collection of data and information with the help of monitoring tools: individual interviews, interview with key informants, discussions in focus groups, direct observation;
  • Regular updating of the service map in Mykolaiv and Odesa;
  • Redirection of persons in need of additional services to appropriate service providers in accordance with procedures and principles of the program.
  • Tracking of referred cases and updating the referral tracker;
  • Providing operational information services to the population, which affected by the conflict in Ukraine, collecting data on information needs by filling out a two-way communication tool;
  • Visit collective, transit, community, volunteer and other centers or places of accommodation of displaced persons, identification of protection problems at the community level;
  • Preparation of payment requests for material assistance for the purpose of supporting collective and transit centers, in agreement with PRoL manager;
  • Conducting sessions to raise public awareness of their rights and access to services in cooperation with the senior legal affairs specialist and senior protection and information monitoring specialist;
  • Identifying topics that need to organize educational activities;
  • Conducting surveys and assessments in communities, providing feedback and proposals for the development of protection programs, including Child Protection, Women Protection, Health and Economic Recovery and Development (Cash) ;
  • Preparation of weekly reports on work results.

Requirements:

  • Language level: Ukrainian, Russian - fluent, good command of English
  • Previous experience in conducting sociological research, interviews, providing consultations
  • Experience in organizing group work, trainings, working groups and mentoring others
  • Excellent communication skills - ability to demonstrate empathy
  • Ability to maintain confidentiality and respect for clients/beneficiaries
  • Positive and professional attitude to work, including the ability to lead and work in a team
  • High level of flexibility, ability organize work independently, meet deadlines, maintain composure in stressful situations, prioritize work under pressure, ability to perform multiple tasks at the same time, paying special attention to details
