Community Mobiliser / Specialist in communication with communities in Medair Ukraine

OVERALL PURPOSE

To facilitate and train local Community Volunteers and Leaders in assessment, beneficiary documentation, accountability, and reporting for the Medair recovery and NEXUS phase project initiatives and responses in the communities in Kharkiv and Donestk Oblasts.

PROJECT OVERVIEW

Restore dignity through rapid support for shelter solutions to targeted vulnerable households most affected by Russian aggression in Ukraine and introduce people to community development and promote community ownership they transition from recovery to development.

About Medair

Medair is an international Christian humanitarian organization that provides emergency response to most vulnerable people occurring amidst conflict, disease, and disaster to ensure their life in dignity and hope. It launched its activities in Ukraine in early March 2022 as a result of Russian military actions escalation in Ukraine. Medair has implemented numerous interventions in various sectors, such as Shelter, Health, Cash and NFI, Case Management, WASH, Mental Health. Medair teams are located in the East, North and West of Ukraine to ensure multi-sectoral approach to assistance. We are looking for a qualified professional to join us in supporting vulnerable communities.

KEY RESPONSIBILITIES:

1. Community Mobilisation
2. Facilitate beneficiary participation in the shelter recovery phase on sites.
3. Provide information to communities by explaining the program process.
4. Support Shelter Officers and Shelter Managers in preparing and implementing the project.
5. Recruit, supervise, and advise community volunteers in their locality.
6. Assist in the setting up and usage of local verification committees of beneficiary lists
7. Assist in maintaining very good relations with local authorities

Beneficiary Accountability

1. Provide essential and accurate data to beneficiaries for the shelter recovery.
2. Liaise with the community to be aware of their expectations and feedback.
3. Complete documentation and registration of each beneficiary.
4. Support in the community lead initiatives and monitoring of Medair activities (e.g., cash for repair assistance)

Build local capacities for sustainability 

1. Direct and supervise local Community Volunteers in mobilizing beneficiaries to collect materials as well as perform assessment, monitoring, evaluation, and reporting.
2. Evaluate the overall performance of Community Volunteers, providing input and correction as needed for satisfactory performance.
3. Make sure available jobs are well advertised in the community and that appropriate community leaders are informed.
4. Work directly with Community Volunteers and find ways to incentivize the community without remuneration

Educational Activities

Promote Community Participation knowledge in community trainings

MAJOR OBJECTIVES:

1   Community Mobilization /Training: 

• To facilitate beneficiary participation in the program
• To provide information to communities, explaining expectations and program timeline.  
• To support the Shelter Officers and Shelter Managers in program preparation and implementation
• To provide technically correct, interactive training and follow-up to communities. 

 2   Beneficiary Accountability: 

• To liaise with the community about program expectations and feedback. 

 3   General activities: 

• To be flexible and willing to assist in other areas of work.
• To assist with field training. 

 4    Build local capacities for sustainability

• To conduct assessments and complete beneficiary registration and documentation. 
• To perform reporting, monitoring, and post-intervention evaluation and satisfactorily complete the forms associated with each task.
• To lead field trainings and focus group discussions.
• To access Government and non-government resources for response.

QUALIFICATION / EXPERIENCE:

Vocational Qualification - Certificate in secondary level education or upper education

- Work record showing active involvement in the welfare and development of the local community / Desirable - Formal education on community development

Work Experience - Minimum of 1 year experience working as a community mobilizer or social work (community meetings and focus group discussions), Experience working with expatriates and accompanying them on trips and visits. Experience working in remote field locations. Desirable - Experience working with NGOs, Experience with record keeping, Counterpart/ training skills, Experience of task managing small teams, Construction experience in rural areas.

Languages - Excellent written and spoken Ukrainian. Desirable - Spoken English with conversational abilities, Written English

ОГЛЯД ПРОЕКТУ

Відновлення гідності через швидку підтримку рішень щодо житла для цільових уразливих домогосподарств, які найбільше постраждали від російської агресії в Україні, ознайомити людей із розвитком громади та сприяти їхньому переходу від відновлення до розвитку.

КЛЮЧОВІ ОБОВ'ЯЗКИ:

1. Мобілізація громади

• Сприяти участі бенефіціарів у фазі відновлення житла на об’єктах.

• Надавати інформацію громадам, пояснюючи процес програми.

• Підтримка співробітників притулку та менеджерів притулку в підготовці та реалізації проекту.

• Залучати, контролювати та консультувати волонтерів у своїй місцевості.

• Допомога у створенні та використанні місцевих комітетів з перевірки списків бенефіціарів.

• Підтримка добрих відносини з місцевою владою.

2. Супровід звітностей щодо бенефеціарів

• Надання бенефіціарам важливих та точних даних для відновлення житла.

• Спілкування з громадою, щоб бути в курсі їхніх очікувань і відгуків.

• Повна документація та реєстрація кожного бенефіціара.

• Підтримка грlocal initiatives and monitoring of Medair activities (for example, monetary assistance for repairs)

3. General activities

• Be flexible, ready to help the project in other areas.

• Guide and supervise local community volunteers to engage beneficiaries to collect materials, as well as conduct assessment, monitoring, evaluation and reporting.

• Evaluate the overall performance of community volunteers, providing input and making corrections as necessary for satisfactory performance.

• Monitoring that available positions are well advertised in the community and that appropriate community leaders are informed.

• Working directly with community volunteers and finding ways to encourage the community without compensation

MAIN OBJECTIVES:

1 Community Engagement/Education:

• Facilitate beneficiary participation in the program

• Provide information to communities, explaining expectations and the schedule of the program.

• Provide support to employees and managers of the engineering and design department in the preparation and implementation of the program

• Provide technically correct interactive training and follow-up work with communities.

 2 Accountability to beneficiaries:

• Communicate with the community regarding program expectations and feedback.

3 General activities:

• Be flexible and ready to help in other areas of work.

• Assist in field training.

4 Building local capacity for sustainable development

• Conduct assessment and complete beneficiary registration and supporting documentation.

• Perform post-intervention reporting, monitoring and evaluation and satisfactorily complete forms associated with each task.

• Conduct field training and focus group discussions.

• Ensure access to governmental and non-governmental response resources.

QUALIFICATION / EXPERIENCE:

Professional qualification - secondary or higher education, work experience, which indicates active participation in welfare and development of the local community / preferably - education in community development.

Work experience - at least 1 year of work in the role of a public activist or social work (public meetings and focus groups), experience working with foreigners and accompanying them on trips and visits. Experience working in remote areas. Preferably - experience in working with public organizations, in document management, contractor/training skills, experience in managing small teams, experience in construction in rural areas.

Languages - fluent written and spoken Ukrainian. Spoken English with conversational ability, written English preferred.
