Our goal is to strengthen public environment at the level of communities and individuals by directly responding to the needs of internally displaced persons and other affected population groups, as well as developing the capacity of the state and civil society to identify and implement long-term solutions.


The Protection Cluster Coordinator of the Fund will work with the Protection Cluster Coordinator of the Office of the High Commissioner for Refugees (UNHCR ) of the UN in Ukraine to support the Cluster's coordinating role in accordance with the instructions of the UN Interagency Standing Committee (IASC) on cluster leadership and accountability. The co-coordinator will work on improving the representation of NGOs and other key stakeholders in the activities of the Cluster, strengthening the effective governance of the Cluster and improving humanitarian protection and advocacy programs.

RESPONSIBILITIES

During pregnancy and childbirth leave within the delegated powers, the Co-ordinator of the Protection Cluster will be responsible for:

  • Supporting the development of the Protection Cluster strategy after consultation with partners and stakeholders. Support of the Protection Cluster to guarantee the provision of information to the protection department and ensure the formation of a general humanitarian response, as well as the integration of protection into the general plan of humanitarian actions of the country's Humanitarian Group.

  • Organization and support of meetings in accordance with the Partnership Principles , providing consultative and results-oriented cluster meetings.

  • Support coordination with government partners and other relevant bodies.

  • or intercluster assessments of protection needs, includingor assessment with the participation of the affected population.

  • Promoting training on the protection of Cluster members, other local partners and relevant authorities.

  • Coordination initiatives to build the protective capacity of national and local authorities, partners and civil society.

  • Ensuring the integration of cross-cutting issues into the work of the Protection Cluster, including any activities developed by sub-clusters or working groups.

  • Ensuring compliance in the activities of the Protection Cluster with age, gender and diversity considerations.

  • Support for reporting and information exchange in the Protection Cluster and at the inter-cluster level.

  • Supporting and facilitating the strategy and information management mechanism of the Protection Cluster.

  • Ensuring the support of the Protection Cluster to issue regular updates and briefings on the issues of protection of the affected population, response measures, and related recommendations.

  • Identifying key advocacy issues for the Protection Cluster based on consultation: Facilitating joint cluster/cross-cluster initiatives to ensure regular and consistent advocacy.

  • Assistance in consistent interpretation and application of international law and relevant legal standards of the IPC and protection policy.

  • Promoting the Cluster's compliance with the protection of international human rights documents, the Guiding Principles of Internal Displacement, as well as other relevant international and regional documents; in cooperation with the humanitarian group of the country, maintaining local measures in case of violations of international standards and principles of protection.< /span>

  • Strengthening of national legislation regarding long-term solutions.

  • Facilitating the meetings of the Defense Cluster and its presentation at meetings with industry partners and authorities and other relevant interlocutors.

  • Organization of intercluster meetings, cooperation with working groups and subgroups, as well as relevant bodies for solving specific issues.

  • As necessary to perform other duties.


Reporting and Accountability

The co-coordinator of the Foundation's Protection Cluster reports to the President of the Foundation and the Program Director of the Foundation.

  • Preparation of high-quality and timely reports in accordance with the instructions of management and donors in the agreed time frame.

  • Adherence to all relevant policies and procedures of the Foundation, in particular regarding the code of conduct.


PROFESSIONAL REQUIREMENTS

  • Higher education preferably in the field of human rights, international law or a related field. Basic relevant training in protection issues.

  • From 3 years of practical work experience in the field of human rights and/or international humanitarian law, in particular in the field of protection of IDPs.

  • Excellent understanding of emergency protection issues and detailed knowledge of protection and humanitarian principles, guidelines and legal regime.

  • Good understanding of the humanitarian approach and architectureof the UN cluster.

  • Excellent advocacy and representation skills, including the ability to build effective and working relationships to facilitate communication within the cluster and across stakeholders.

  • Good leadership qualities.

  • Previous experience in coordinating humanitarian aid.

  • Fluency in English and Ukrainian, yes and in writing.

  • Experience in developing strategic documents and conducting assessments.

  • Excellent analytical and report writing skills.

  • Experience in facilitating seminars and trainings.

  • Excellent interpersonal skills.

  • Ability to work well under pressure and in adverse conditions.

  • Executing duties with gender sensitivity and zero tolerance for sexual harassment.       

  • Self-motivation.

  • Flexibility.
