Work overview:

< p>Under the leadership of the Senior Child Protection Manager, the Child Protection Manager will be responsible for managing the implementation of the IRC Child Protection Program in the Kharkiv region, focused on children who are at risk of or experiencing violence, abuse, neglect and exploitation (including unaccompanied children and children separated from their families) in areas with a large number of IDPs and the population of host communities, as well as newly accessible areas affected by the ongoing humanitarian crisis. This will include the supervision and support of the IRC Senior Staff from ZD and the Kharkiv team to implement, monitor and evaluate project activities. The PR Manager will also support the monitoring of PR activities carried out by local IRC partners, providing technical support and ensuring a good relationship with the partner. He/she will oversee that all interventions are context-sensitive and will work with other actors to ensure that risks to child protection are reduced. The HR manager will be based in Kharkiv and directly manage a senior HR employee.

Main duties Responsibilities:

Program management

  • To carry out administrative management of the ZD program in the Kharkiv region. 
  • Ensure that the activities are carried out in accordance with the project proposal and, in particular, the PA work plan, expenditure plan, procurement plan, monitoring and evaluation plans developed for the respective grant.
  • Develop monthly and weekly planning to ensure that the ZD Program in Kharkiv Oblast will be implemented on time and within budget. 
  • Manage event budgets in accordance with approved budgets and spending plans. 
  • Develop, send and monitor the execution of purchase orders; develop and ensure implementation of distribution plans
  • Overview, monitor and support PR teams to ensure PR activities are delivered on time and within budget.
  • Undertake regular field missions for oversight, monitoring and support groups on the ground.
  • Work closely with the MEAL staff member to support the monitoring planand evaluation, including systematic data collection and analysis for program development, reporting, fundraising, and advocacy.
  • Ensure teams use management, monitoring, and evaluation tools appropriately.
  • Consolidate and compile weekly and monthly reports as well as other project reports upon request. 
  • Provide technical leadership of the FD program in Kharkiv Oblast.
  • Provide technical support to field teams to ensure implementation of high-quality FD activities in accordance with best practices, donor and IRC guidelines and standard programs.
  • Ensure having robust case management, referral and information management systems in place to appropriately identify, respond and follow up children who have been harmed or are at risk of harm.
  • Ensure that MHPSS interventions for children, young people and carers are carried out accordingly to typical IRC programs and curricula adapted accordingly to the context.
  • Ensure ethical and meaningful data collection and adhere to the principles of confidentiality.
  • Ensure respect for children's participation in all activities, including regular and actively consult with them to maintain the quality and relevance of interventions.
  • Proactively identify new or emerging needs, gaps, and opportunities for IRC HC programming to improve the safety of children and families in their homes and communities.
  • li>Ensure regular communication with the Senior Child Protection Manager, Child Protection Coordinator and other program teams to improve the safety of children and families.

< /strong>Supervision and development of personnel

  • Directly manage Senior employees of the ZD located in Kharkiv.
  • Provide assistance in the selection of personnel for protection children in coordination with the HR Coordinator, Senior HR Manager and HR.
  • Ensure timely completion and submission of monthly time sheets, probation reviews and annual performance reviews.
  • Provide continuous training, technical support and capacity building of personnel in the field of technical and management skills.
  • Identify needs for further strengthening of personnel potential.
  • Maintain open and professional relationships with team members , encouraging a strong team spirit and providing oversight and direction so that employees can successfully perform their duties.

Partner Management

  • Maintain an effective working relationship with local IRC partners on PR.
  • Maintain regular monitoring of partner performance to achieve project objectives in close collaboration with Senior PR Manager and Partner Teams.
  • Support delivery regular technical support and guidance to IRC's local partners on JI in accordance with partnership agreements.

Coordinationand representation 

  • Actively develop and maintain effective working relationships with key stakeholders, including local authorities, UN agencies, international and local NGOs, community stakeholders and other relevant sub- facilities.
  • Attend coordination meetings on child protection issues at the subnational and national levels to facilitate coordination and promotion of child protection measures in all institutions.

 Other Responsibilities:

  • Consistently and proactively monitor/assess the security and safety of field teams, promptly reporting issues or incidents to IRC management and liaising with other external parties, as necessary to maintain/improve security conditions.
  • Other responsibilities as assigned by the IRC Program Integration and Development Manager.

Requirements

The Child Protection Manager must meet requirements below: 

  • Degree in social work, social sciences, human rights or other related field preferred or equivalent work experience. 
  • Experience in a managerial position for at least 2-3 years. 
  • Experience working with or at risk of violence, abuse, neglect or exploitation of children. 
  • Technical experience in program development in one or more of the following areas: child protection case management, MHPSS, positive parenting, measures to reduce the risk of ZD.
  • Prior experience in implementing humanitarian protection programs .
  • Demonstrated experience in staff supervision, project and budget management.
  • Ability to effectively manage, mentor and coach staff, resolve conflicts and deal with challenges.
  • Strong team and people with leadership, management, organizational and development skills.
  • Experience of working and coordinating with local authorities, UN, national NGOs and other relevant stakeholders.
  • Proper communication and interpersonal skills as well as analytical and writing skills.
  • Proven communication, team building, organizational and communication skills.
  • Additional qualities: ability to multitask, ability to cope with pressure, ability to improvise, flexibility, adaptability to transitions.
  • Good oral and written English skills; fluency in Ukrainian and/or Russian languages.
