Chief specialist of the personnel management (HR) department of the State Inspectorate
Salary: UAH 18,771 + bonus + allowances (for rank/for years of service/others)
PUBLIC SERVICE ON A FULL-TIME AND PERMANENT BASIS, STABILITY, EXPERIENCE.
Qualification requirements: Education - higher (DIRECTION HR/personnel management/lawyer), degree not lower than bachelor's, junior bachelor's.
Work experience - not required for university graduates, for others - minimum in equivalent positions - 1 year.
Fluency in the state language.
Working day from 8:00 a.m. to 5:00 p.m., on Friday until 15:45. Lunch from 12:00 to 12:45. Saturday and Sunday are days off.
Main job duties (1 option):
1. Maintains established reporting and accounting documentation, prepares state statistical reporting on personnel issues.
2. Creates a schedule of vacations for the staff of the State Inspectorate, heads of its territorial and interregional territorial bodies, prepares draft acts on the granting of vacations to personnel, controls their submission and keeps records.
3. Prepares administrative documents on the secondment of the staff of the State Inspectorate, allowances for labor intensity, submissions for bonuses for employees of the central apparatus of the State Inspectorate.
4. Ensures the organization of verification of the validity of information regarding the application of the prohibitions provided for by the third and fourth parts of Article 1 of the Law of Ukraine "On Purification of Power" regarding persons applying for the positions of employees of the central apparatus of the State Inspectorate, and the preparation of a certificate of its results.
5. Draws up and issues certificates from the place of work to employees of the State Inspectorate, its territorial and interregional territorial bodies.
6. Keeps a record of working hours.
7. Prepares documents regarding the promotion and awarding of employees of the State Inspectorate, its territorial and interregional territorial bodies with state awards, departmental incentive awards, keeps appropriate records.
8. Completes the personal files of civil servants and other employees of the State Inspectorate, uses their data within the limits of the authority of the state body and official duties, prepares and submits the necessary analytical and statistical information in a timely manner.
9. Keeps a journal on the appointment, transfer and dismissal of personnel.
10. Considers appeals from citizens, enterprises, institutions and organizations, officials, requests and appeals of people's deputies, requests for information on personnel management issues. Accepts documents from candidates for vacant civil service positions in the State Inspectorate, checks the documents submitted by these persons for compliance with the requirements established by law.
2. Calculates length of service and civil service.
3. Ensures the preparation of materials and draft orders regarding the appointment and dismissal of the staff of the State Inspectorate.
4. Monitors the establishment of seniority allowances.
5. Performs work7 related to filling out personal files (identity cards) of employees of the State Inspectorate during recruitment.
6. Prepares documents regardingvalue of pensions of the staff of the State Inspectorate.
7. Maintains computer records and fills in electronic personal files of civil servants of the State Inspectorate, uses their data within the limits of the authority of the state body and job duties, timely preparation and submission of necessary analytical and statistical information.
8. Organizes the taking of the Oath of a civil servant by a person entering the civil service for the first time, draws up documents on the assignment of appropriate ranks to civil servants.
9. Considers appeals of citizens, enterprises, institutions and organizations, officials, requests and appeals of people's deputies, requests for information on personnel management issues.
10. Performs other tasks of the Department management.
External official communication
Interacts with territorial bodies and interregional territorial bodies of the State Inspectorate, the Ministry of Environmental Protection and Natural Resources of Ukraine, the National Agency of Ukraine for Civil Service, central executive authorities, enterprises, institutions and organizations related to civil service and personnel work.
Competence requirements
Knowledge of legislation: the Law of Ukraine "On Civil Service", the Labor Code of Ukraine, other legal acts regulating activities in the field of civil service.
Service conditions
Short-term business trips within Ukraine, work regime and service conditions in accordance with the Rules of Internal Service and Labor Procedures of the State Environmental Inspection of Ukraine.
