The Danish Refugee Council (DRC)is a leading international humanitarian organization whose main objective is to protect, support and promote long-term solutions for displaced populations.
DRC exists in Ukraine since 2014. At the moment, more than 700 employees work in DRB in total on the territory of Ukraine. In 2024, the DRC will continue to scale up substantially to implement emergency response in the social protection, livelihoods, housing rehabilitation and humanitarian disarmament and peacebuilding (humanitarian demining) sectors, providing direct support to responsible individuals and non-governmental organizations (NGOs), and as well as their partners. DRB will continue to develop long-term solutions, adapting them to the changing situation.
DRB is currently looking for a highly qualified ChiefSpecialistfor this restoration project housingto work in our office in Kyiv.
General objectives of the position:
You will provide technical and strategic supervision of the implementation of the project on housing restorationDRB in Ukraine. You will be responsible for quality response to housing needs through the development of standard operating procedures (SOPs), guidelines and tools, and support program teams in capacity building and training in collaboration with other industry leaders. You will help develop quality proposals and concept papers in collaboration with grant teams, the Program Manager and other technical coordinators.
In addition, in coordination with the Program Manager, you will develop a strategy for housing rehabilitation in DRB, which takes into account both humanitarian needs and development/problem solving needs of vulnerable population groups, and will also monitor progress in the implementation of measures related to its implementation/implementation. You will also contribute to the successful integration of the housing rehabilitation projectwith other sectors of the DRR response (e.g. protection, mine action, economic recovery).
Your main responsibilities will:
Coordination,program development andstrategy
- Participate in relevant cluster meetings and technical working groups. Have a deep understanding of cluster standards for program development and support program teams in their consistent application during project implementation.
- Assist the Head of Program Activities and the Grants Department to develop high-quality housing rehabilitation projects in accordance with the DRB strategy, identified needs and donor priorities.
- Assist the DRB to develop and implement strategic goals and priorities in the housing and infrastructure sector.
- Assist the grant department in the submission of high-quality reports in accordance with donor requirements.
- Coordinate with the Monitoring, Evaluation, Accountability and Learning (MEAL) department of the DRB development and conducting high-quality needs assessments forprogram development, advocacy and prioritization.
Technical support and quality assurance
- Provide consistent technical support and guidance to program teams, ensuring quality technical implementation of housing and infrastructure projects.
- Lead the development and review of technical tools (in coordination with the Monitoring, Evaluation, Accountability and Training department) that meet cluster standards, donor requirements, accountability and vulnerability standards and criteria, etc. Collaborate with the Information Management (IM) team to ensure that tools are integrated into the wider DRB Information Management (IM) system.
- In collaboration with operational program coordinators, provide support in finding solutions to issues 'related to implementation.
- Conduct regular field visits to DRB areas of activity to establish close cooperation with program teams, provide technical training and support, and identify areas that need strengthening within the framework of the housing rehabilitation program .
- Ensure the integration of the Housing Recovery Team with other DRG sectors such as economic recovery, protection, humanitarian disarmament and peacebuilding
About you< /p>
