PURPOSE OF THE POSITION Ensuring the implementation of the state budget policy, the process of planning expenditures, analysis and control over their use, conducting an assessment of the financial results of the activities of health care institutions and implementing the measures of regional industry programs. JOB RESPONSIBILITIES: ensuring the formation of financial resources for the health care sector by conducting calculations of the minimum need for funds for the planned year and the medium-term perspective; implementation of control over compliance by managers of funds with budget legislation when planning and carrying out expenditures on health care, application of the program-target method of drawing up and implementing the regional budget (analysis of budget requests, passports of budget programs, reports and evaluation of the effectiveness of their implementation), suspension and reduction of budget allocations to the chief administrator for budgetary offenses revealed by inspections; carrying out an examination of the decisions of local councils on approving budgets for compliance with their current budget legislation in terms of spending on the health care sector; checks of the correctness of the preparation of estimates, thematic checks of financial and economic activity and financial plans of health care institutions. Preparation of proposals for the elimination of identified violations; monitoring of the financial condition of medical institutions of the region and industry programs with the aim of identifying and mobilizing additional financial resources. Studying the expediency of redistribution and allocation of additional funds from the regional budget to the industry at the request of the chief manager of funds, preparation of conclusions and proposals; analysis of planned and actual indicators of the network, states and contingents of the medical sector of regional and local budgets, summarization and provision of proposals for optimization. QUALIFICATION REQUIREMENTS: availability of higher education with a degree not lower than a junior bachelor's degree or a bachelor's degree. The field of knowledge is finance, economy. Fluency in the state language. Appointment to a position under the terms of a fixed-term employment contract for the period of martial law until the appointment of the winner of the competition to this position, but no more than 12 months from the date of termination or cancellation of martial law.
