Organizes and participates in the development of the Department's structure; projects of normative legal acts concerning issues of personnel management, labor relations and civil service; supervises the development of job instructions for civil servants of the Department, which are approved by the head of the civil service, and also revises them for compliance with the requirements established by law; submits proposals to the head of the civil service on the improvement of personnel management and personnel management; participates in analytical and advisory support for the work of the head of the civil service on personnel management issues; studies the need for personnel for vacant positions in the Department and makes appropriate proposals to the head of the civil service; analyzes the quantitative and qualitative composition of civil servants; conducts work on creating a favorable organizational and psychological climate, forming a corporate culture in the team, resolving conflict situations; on behalf of the head of the civil service checks compliance with the requirements of labor and civil service legislation, the rules of internal service procedures in the Department. Higher education by educational degree not lower than bachelor's, junior bachelor's. Fluency in the state language.
