In particular, SI is involved in the fight against diseases related to unsafe water, which is one of the leading causes of death in the world. SI provides expertise in access to drinking water, improved sanitation and hygiene, and food security and livelihoods. With a presence in approximately twenty countries, SI teams — a total of 2,000 people, made up of expatriates, national staff, permanent headquarters staff and volunteers — work with professionalism and commitment while respecting culture. to combat all forms of abuse – all acts of exploitation, abuse and/or sexual harassment (SEX) against members of beneficiary communities, fraud, corruption, violation of the rights of persons and/or property, financing of activities that harm human rights – that may be carried out within the framework of its intervention. SI has a zero-tolerance policy for GBV.

POSITION DESCRIPTION

Senior Manager of Basic Needs Assessment Programs:

• is responsible for the implementation and achievement of the objectives defined in the project proposals;

• is responsible for the management of the operational teams involved in the implementation of the program;

• guarantees the proper implementation and quality of the implemented measures and, if necessary, suggests adjustments or development of activities to ensure it relevance.

MAIN DUTIES:

Project diagnosis and development

  • Participate in the preparation and conducting of assessments (diagnostics).
  • Participate in the development of programs, including financial, personnel and logistics components.
  • Implement activities in accordance with the annual strategy, technical requirements of Solidarites International and donor criteria.

Implementation and monitoring of activities

  • Plan and monitor the implementation of program activities for which he/she is responsible, on time and according to technical requirements.
  • Organize activities with the support of administrative and logistics departments according to the objectives.
  • Develop and propose indicators to monitor program activities and changes in context.
  • Use tools for management, monitoring results, activities and context.
  • Follow SI procedures.
  • Provide support and advice to the logistics base during the procurement of materials required for program activities.
  • Evaluate feasibility and effectiveness implemented measures, their compliance with new conditions and needs of the population.
  • If necessary, propose program adjustments.
  • Control and support those responsible for program activities, monitor and evaluate implemented measures.
  • Anticipate possible difficulties during program implementation and help in solving them problems.
  • Propose changes in programs in accordance with changes in the environment or based on monitoring results.
  • In cooperation with the administrative department — participate in the preparation of program budgets, track costs and forecasting.
  • Together with event managers, form funding applications and determine resource needs.

Accumulation of experience / transfer of knowledge

  • Prepare summary (capitalization) documents according to SI formats.
  • Ensure distribution of technical documentation.

Human Resource Management (HRM)

  • Participate in the approval of candidates for technical positions within the scope of their activities.
  • Together with the administrative department, determine the need to open new positions, if necessary, adapt job descriptions to standards.
  • Meet and conduct induction training for new employees or volunteers in team.
  • Provide training necessary to carry out program activities or in accordance with identified needs.
  • Manage or support the team working under his/her direction.
  • Conduct team performance evaluations.
  • Monitor team compliance security.

 Reporting / communication / representation

  • Report all events or changes in the security situation that may affect SI operations or team security.
  • Write reports or attachments related to reporting or funding change requests.
  • Adhere to deadlines and formats reporting.
  • Maintain a local communication network, maintain good relations with local authorities, donors, UN representatives and other international organizations.
  • Represent Solidarites International at program-related meetings or forums within his/her area of responsibility.
  • Respond to requests regarding specific needs.
  • Prepare documents for signing (memoranda, deeds of transfer, etc.) together with government bodies, communities or partners.

REQUIREMENTS FOR CANDIDATES:

Education: Higher education in economics.

Experience:

  • work experience in an international humanitarian organization for at least 3 years/experience in a similar position;

Qualification:

  • Confirmed technical skills: accounting, reporting, personnel management.
  • Knowledge of management, analytics.

Language: fluency in Ukrainian, English at B2 level and above.

IT: Microsoft Office.

Personal Qualities: Excellent communication skills, flexibility, autonomy, accuracy and attention to detail.

TERMS OF WORK

 Place of work: this vacancy is based in Kharkiv, possible business trips to Dnipropetrovsk, Kharkiv, Mykolaiv, Kherson regions. 

Contract: fixed-term employment contract (according to the requirements of Ukrainian legislation). 

Type of employment: full time.

Salary: 2700 EUR gross (before tax, paid in hryvnias, according to the monthly exchange rate of the bank of the European Commission).

Additional: 31 calendar days annual leave, paid family leave, health insurance, life insurance.

JOB DESCRIPTION:

 Diagnosis and project design

  • Participate in the preparation and implementation of diagnostics
  • Participate in the design and the financial, human, and logistical dimension of the programs to implement
  • Implement activities in compliance with the annual business strategy, Solidarites International technical requirements, and donor criteria

Implementation and operational monitoring

  • Plan and oversee the implementation of program activities for which he/she is responsible, both on time and according to technical specifications
  • Plan activities with the support departments (administration, logistics) in line with objectives
  • Propose and develop indicators for monitoring program activities and context
  • Use management, activity, results, and context monitoring tools
  • Respect SI procedures
  • Provide support and advice to the logistics base for the purchase of materials specific to program activities
  • Assess the relevance of activities, the effectiveness of interventions, and their appropriateness in light of changing circumstances and the needs of populations
  • Propose adjustments to programs if necessary
  • Supervise and support those responsible for program activities, monitor and evaluate implemented activities
  • Anticipate difficulties in implementing activities and help solve program-related issues
  • Propose program changes according to the changing environment and indicators
  • In collaboration with the administrative department, contribute to the development of program budgets and track spending and forecasts
  • Develop needs assessments and treasury requests together with activity managers

 Capitalization

  • Compose capitalization documents using SI tools
  • Guarantee the dissemination of technical documentation

Human Resources Management (HRM)

  • Participate in validating recruitment for technical national staff within the scope of activities
  • Define, in conjunction with the administrative department, the requirements for positions to be opened, adapting Job Descriptions as needed to fit professional standards
  • Welcome and brief new employees or volunteers under his/her supervision
  • Implement training in line with operational needs or identified training requirements
  • Manage and/or support the team under his/her responsibility
  • Evaluate the performance of his/her team members
  • Ensure his/her team complies with safety regulations

 Reporting / Communication / Representation

  • Share information about any security-related developments or events that may affect SI operations or staff safety
  • Write reports or annexes related to reporting obligations or funding amendment requests
  • Ensure compliance with reporting deadlines and formats
  • Maintain a local communication network and strong relationships with local and governmental authorities, donor representatives, UN agencies, and other international organizations
  • Represent Solidarites International at meetings or forums related to the program within his/her area of responsibility
  • Respond to specific needs as requested
  • Prepare administrative documents for signing (MoUs, handover documents, etc.) in coordination with government authorities, communities, or partners

REQUIREMENTS FOR CANDIDATES:

Education: Higher education in Economics.

Experience:

  • At least 3 years of work experience in an international non-governmental humanitarian organization / at least 3 years in a similar position;

Qualifications:

  • Proven technical skills: budget control, reporting, personnel management;
  • Knowledge of management, analytics.

Languages: Fluent in Ukrainian, English proficiency at B2 level or higher.

IT Skills: Microsoft Office.

Personal qualities: Excellent communication skills, flexibility, autonomy, accuracy, and attention to detail.
