Public Service. Implementation of general management of the Department, implementation of state policy in the field of effective use of fuel and energy resources, energy saving, renewable energy sources and alternative types of fuel in terms of managing budget funds within the limits of established budget assignments, effective and targeted use of them, organization of control over the completeness of revenues, taking budget obligations, expenditure of budget funds, display in documents of reliable and complete information about economic transactions and results of activities, necessary for operational management of budget assignments (allocations) and financial and material (intangible) resources; accounting of the financial and economic activities of the State Energy Efficiency Agency and the preparation of reports. Main job duties Ensures the accounting of the financial and economic activities of the State Energy Efficiency Agency and the preparation of reports in compliance with budget legislation and national accounting provisions (standards) in the public sector. Determines the accounting policy and its changes taking into account the peculiarities of the activity of the State Energy Efficiency Agency and the technology of accounting data processing, including systems and forms of intra-economic (management) accounting, document flow rules, an additional system of accounts and registers of analytical accounting, reporting and control over economic operations. Ensures compliance with the requirements of budget legislation when taking budget obligations, timely submission for registration of such obligations, making payments in accordance with budget commitments, reliable and complete reflection of transactions in accounting and reporting. Organizes and ensures, on the basis of indicative forecast indicators, the budget for the next two budget periods drawing up draft estimates and budget requests for the draft State Budget of Ukraine for the planned and next two years according to the budget programs of the manager of budget funds, Draws up the staff list of the State Energy Efficiency apparatus, makes changes to it if necessary and prepares it for approval with the Ministry of Finance. Ensures the preparation of draft passports of budget programs and submits to the chief manager of funds for approval; Analyzes the accounting and reporting data of the State Energy Efficiency Agency regarding the reasons for the increase in receivables and payables, develops and implements measures for the collection of receivables and repayment of payables, organizes and carries out work on its write-off in accordance with legislation. Coordinates administrative and economic activities of the State Energy Efficiency Department. Requirements: higher education in "accounting and auditing" or similar; knowledge of the budget, legislation; work experience in a similar position for at least 2 years: knowledge of legislation on accounting, taxes and reporting; high level of mastery of accounting programs (Medoc, Master)
