Project manager for multi-purpose cash assistance to vulnerable sections of the population

GENERAL DUTIES

Reporting to the senior project manager, and in close cooperation with the head of programs in the country, the project manager of the Multi-Purpose Cash Assistance to Vulnerable Populations contributes to the implementation of the HI strategy in the organization's region. He/she is responsible for the implementation of his/her project aimed at meeting the economic needs of vulnerable displaced persons. The project primarily responds to the needs of internally displaced persons, but it also aims to support host communities and local services by meeting identified needs and promoting inclusive humanitarian assistance.  

He/she ensures optimal management of the resources allocated to his/her project and coordinates with HI's logistics, finance and HR services for timely and efficient assistance. He/she regularly reports to the regional manager and other managers involved in the implementation of the HI strategy in the country (eg physical rehabilitation, PPE, other areas according to the HI mandate and evolving needs).  

TASKS/OBJECTS

Task 1 strong>:Management

  • Performs linear management of project team members (sets individual tasks, evaluates individual effectiveness, promotes professional and career development of his team members , controls competencies). 
  • Organizes and conducts regular team meetings. 
  • Manages recruitment and selection of new team members/open positions. 
  • Ensures strict application and compliance with internal program rules by the project team.  

Task 2:Cash payments to vulnerable displaced persons:

Evaluation: conducting rapid assessments at the community level to identify priority needs related to basic needs (WASH (water, sanitation and hygiene), shelter/non-food items, and food aid). 

  • Project strategy: Defining strategic priorities for monetary interventions in coordination with the regional manager and other NI project managers. 
  • Technical tools - Create all necessary technical tools and instructions in accordance with the working principles of HI and CWG (working group on monetary assistance), as well as within the framework of the legal field of Ukraine. Ensure coordination of these tools with other sectors and interventions of NI and other partners, which will include registration tools, distribution monitoring, project management mechanism and any other relevant tools. 
  • Coordination: participation in local/national grant working group meetings (remote/face-to-face) and organizing bilateral meetings with other grant participants to identify gaps and priorities, particularly in consortia that include HI. Facilitate collaboration on approaches and methodologies at the national level. This will also extend to other basic needs sectors such as FSH, shelter/non-food items, and food aid if requested.  

Task3:Implementation and monitoring

  • Ensures project implementation in cooperation with relevant services and in accordance with common standards and procedures: (activity planning, action plans, budget management, internal quality/standards checks, implementation of internal policies, cooperation with relevant internal services). 
  • Ensures project data management, including proper data collection and management. 
  • Ensures internal and external project reporting, and also ensures proper archiving of information. 
  • Plans and oversees project evaluations and ensures project capitalization and training. 
  • Ensures control over the implementation of recommendations received from other NI teams. 
  • Identifies strategic priorities for his activities in coordination with the Regional Manager, Senior Project Manager, other HI Project Managers and the Multipurpose Cash Assistance Officer (MPCA).  
  • Task4:Influence and communication

    < ul>
  • Contributes to the external influence of NI by participating in relevant networks. 
  • Informs partners, authorities and stakeholders about the project when appropriate. Task 5: Strategy and development strong>

    • Participates in the development of a program or country operational strategy (StratOp).
    • Contributes to the preparation of new project proposals for the continuation or expansion of projects based on reliable needs assessment data.
    • If necessary, participates in the development of new proposals for new opportunities. 

    Other: 

    • Any other program related services/tasks that may be required.  

    SECURITY MANAGEMENT

    The project manager will follow the defined security protocol.  

    REQUIRED COMPETENCES:

     Qualification:

    Required

    Bachelor and/or Master degree in social sciences, economics, business administration or related fields. 

    Experience:(type and amount of experience):

    Required

    Professional experience in cash assistance programs, including beneficiary identification and monitoring. 

    Experience in the analysis of market systems.

    Good understanding of the coordination of humanitarian activities, as well as theosh and market sector.

    Desirable

    Previous experience of working with HI.

    Experience of working with financial service providers (contracting, cooperation).

    Work experience in the Ukrainian and/or regional context is an advantage.

    Skills:

    Excellent communication and written English skills. 

    Proficiency in Microsoft Word, Excel and PowerPoint programs.

    Knowledge of the humanitarian cycle. 

    Good understanding of core humanitarian standards (CHS), including security.

    GENERAL MISSION

     

    Reporting to the Senior Project Manager, and in close collaboration with the country Head of Programs, the Cash and Markets Project Manager contributes to the implementation of HI’s strategy in the area of operations. He or she is responsible for the implementation of his/her project which aims to address economics needs of vulnerable displaced persons. The project is primarily responding to the needs of internally displaced persons but also aims at supporting host communities and local services by addressing identified needs, and by promoting inclusive humanitarian assistance.

    He/she ensures the optimal management of resources allocated to his/her project, and coordinates with HI Logistics, Finance, and Human Resources services for a timely and efficient assistance delivery. He/she regularly reports to the Area Manager and other Managers involved in HI’s strategy implementation in-country (i.e., Rehabilitation, MHPSS, other fields of expertise according to HI’s mandate and evolution of needs).

    MISSIONS/RESPONSIBILITIES

     Mission 1: Management 

    • Line-manages the project’s team members (sets individual objectives, evaluates individual performance, contributes towards the professional & career development of his/her team members, monitors competences). 
    • Organizes and leads regular team meetings. 
    • Manages the recruitment and selection of new team members/open positions. 
    • Ensures strict application and respect of the program’s Internal Regulations by the project team. 

    Mission 2: Expertise – Cash Transfer for vulnerable displaced persons: 

    • Assessments: To conduct rapid assessments at the community level to identify priority needs related to Basic Needs (WASH, Shelter/NFIs, and Food Assistance). 
    • Project Strategy: To identify strategic priorities for cash interventions in coordination with the Area Manager and other HI sector PMs. 
    • Technical Tools – Setup all the necessary technical tools and guidance in compliance with HI and CWG frame of operation, as well as in frame within the legal framework of Ukraine. Ensure that those tools are coordinated with other sectors and modalities of intervention of HI and other partners that will include registration tools, distribution monitoring, PDM mechanism and any other relevant tools. 
    • Coordination: participate in the local/national working Cash Working Group meetings (remote/in-person) and organize bilateral meetings with other Cash actors to identify gaps and priorities, in particular in consortiums HI is part of. Foster collaboration on approaches and methodologies at national level. This will also extend to other Basic Needs sectors such as WASH, Shelter/NFIs, and Food Assistance as requested. 

     

    Mission 3: Implementation and Monitoring

    • Ensures project implementation, in collaboration with the relevant services and in line with general standards and procedures: (planning of activities, action plans, budget management, internal quality/standard checks, implementation of internal policies, collaboration with relevant internal services)
    • Ensures project data management, including appropriate data collection and management.
    • Ensures project reporting, internally and externally, and guarantees the proper archiving of information. 
    • Plans and monitors project evaluations and produces project capitalization and learning. 
    • Ensure the follow up of referral from other HI teams, specifically in link with the Protection Team.
    • To identify strategic priorities for its activities in coordination with the Area Manager, Senior PM, other HI sector PMs and MPCA specialist. 

    Mission 4: Influence and communication

    • Contributes to HI’s external influence by participating in relevant networks. 
    • Communicates on the project to partners, authorities, and stakeholders when relevant.

     

    Mission 5: Strategy and Business Development

    • Contribute to programme or country operational strategy (StratOp). 
    • Contribute to new project proposals for the continuity or expansion of the projects, with solid needs assessment data. 
    • Contribute to the drafting of new proposals for new opportunities, if necessary. 

    Others: 

    • Any other service / task in connection with the programme that may prove necessary.

    PROFILE SOUGHT

     

     

    Qualification(s):

    Bachelor’s degree and/or master’s degree in social sciences, economics, business administration or related field 

    Experience (Type and amount of experience):

    Professional experience in cash-based assistance programmes, including beneficiary targeting and monitoring. 

    Experience in market systems analysis.

    Good understand of humanitarian coordination and the cash and markets sector. 

    Previous experience with HI.

    Experience working with financial service providers (contracting, collaboration)

    Experience working within the Ukrainian and or regional context is a plus

    Skills(Knowledge, abilities required for the position, refer to skills repository document):

    Excellent communication and writing capacities in English. 

    Proficiency in Microsoft Word, Excel, and PowerPoint 

    Knowledge of the Humanitarian Knowledge Cycle.

    WORKING CONDITIONS:

    Contract: Employment contract (according to Ukrainian legislation) Fixed-Term
