Responsible for the development, management, monitoring and evaluation of aspects of the cash assistance project in the regional program. Manages all elements of grant project proposals and reports, ensuring capacity development of national and international staff, quality of grant projects, promoting best practices in grant programs, developing grant project strategy, contributing to overall regional program management.

Project overview

Medair's response to the crisis in Ukraine involves providing assistance to affected people in Ukraine. Current projects are implemented through the provision of non-food items, multi-purpose cash assistance, in the health, mental health, housing, water and sanitation sectors.

Workplace and conditions:Position in Kyiv, Ukraine, frequent business trips to different locations.

Key areas of activity

Technical supervision of the financial assistance project

• To adhere to the overall goal of the regional program of monetary assistance in the country and the regional context in order to strategically develop new projects in the regional program in various sectors.

• Provide technical advice to regional managers regarding potential participation in new financial aid projects and internal potential for project implementation.

• Determine appropriate policies, guidelines and protocols for implementation aspects of Medair cash assistance projects in the regional program in consultation with other managers and in accordance with relevant government regulations, Sphere and CHS standards, and Medair internal guidelines.

• Provide technical support to grant project implementation teams at all project locations, including community engagement, development of assessments and needs and market analysis, assessment and impact analysis of ongoing projects, and writing project proposals for donors and reports within required time frames.< /p>

• Coordination and adjustment of financial aid projects between different regional teams in Ukraine.

• Carry out regular monitoring visits together with other managers, ensuring the achievement of project goals within the established deadlines and in accordance with recognized international standards.

• Control and monitor the development of reporting systems for data collection (qualitative and quantitative), analysis and follow-up and feedback to relevant staff, donors, partners and other institutions.

• Contribute to the integration of beneficiary participation and accountability in all aspects of the project.

• Be responsible for the quality of all financial assistance projects in the country.

 Representation

  • Develop and maintain relationships with the UN, NGOs, donors, partners and other stakeholders to increase public awareness of Medair and ensure good cooperation and partnership.
  • Look for relevant networks or task forces on specific issues humanitarian assistance related to cash assistance and actively participate where possible.
  • Accompany donors on visits as requested and ensure timely and professional communication of program/project details.
  • Represent Medair as appropriate at coordination, industry and bilateral meetings, working groups with national and/or local government departments and any other relevant meetings or events, promoting synergy and overall progress in the cash assistance sector and avoiding duplication of work with other agencies (e.g. , NGOs, UN, etc.).

 Personnel Management

  • Participate in the recruitment of cash assistance sector staff for the country program, providing advice on technical skills and experience as requested.
  • Ensure that all cash assistance staff are appropriately trained and, where necessary, trained create opportunities for capacity building, mentoring and coaching within budget. Plan and develop training material as required.
  • Support line managers in the induction and assessment of staff in the cash assistance sector, particularly in relation to technical skills.

Financial Management

  • Work with appropriate managers and head office support staff to plan and establish grant budgets.
  • Support project managers in budget management of assigned project(s) and ensure all expenditures are on budget and meet Medair standards regarding financial management, including accountability and good governance.
  • Communicate with the Medair financial services provider used to ensure the correct disbursement of project cash assistance funds.

Quality Management

  • Ensure that projects are implemented in accordance with project proposals and donor requirements, as well as in accordance with Medair, donor, country and international standards, such as CALP, Sphere and CHS standards. Follow the instructions of the grant project advisor in the main support office regarding quality, strategy and technical instructions.
  • Ensure the inclusion of multi-channel feedback measures, data protection considerations and security aspects that must be implemented to avoid fraud and corruption, as well as uncontrolled influences.
  • Promote and utilize the Medair electronic library and other operational procedures, ensuring that all standardized formats are used and guidelines are followed.
  • Regularly evaluate and provide feedback and recommendations on the quality of cash assistance programs and interventions during field visits and other appropriate times.
  • Maintain a resource library for the cash assistance project team and stay abreast of the latest trends and updates in the sectorri. Ensure that all cash assistance project personnel have access to necessary and relevant information as needed.

 Delegated Responsibility

  • Develop and adhere to country grant policies, strategies and recommendations in consultation with other relevant country managers and HQ support staff.
  • Oversee the technical aspects of grant projects, including recommendations on staffing objectives in grant sector, training, promotion, and disciplinary actions.
  • Responsible for grant proposal sections and donor reports, as well as all administrative records for grant project components.
  • < li>Supervise the budgets of financial assistance projects, ensure the implementation of projects in accordance with the agreed parameters and time frames
  • Take a leading role in external relations in the country with authorities and government ministries, UN agencies, partner NGOs organizations and donors in aspects related to the provision of monetary assistance, in consultation with the regional director.

Candidate Requirements

Qualification

  • University or college degree in relevant field.
  • Good working knowledge of English (spoken and written).

Experience / Competencies

  • Minimum of 5 years of professional experience working with humanitarian or non-profit international organizations.
  • At least 2 years of direct support of projects and programs implementing the modality of providing monetary assistance.
  • Ability and desire to manage implementation of the project. Ability to solve problems.
  • Experience in project development, implementation monitoring and evaluation.
  • In-kind assistance experience will be an added advantage.

Key Activity Areas

 CVA Technical Oversight

  • Maintain an overview of the country CVA programme and of the regional context, with a view to strategically developing new projects in the country program across the various sectors.
  • Give technical advice to country managers on potential involvement in new CVA interventions and internal capacity for implementation.
  • Define appropriate policies, guidelines and protocols for the CVA aspects of Medair’s work in country, in consultation with other managers and in line with relevant government, Sphere and CHS, and Medair internal guidelines.
  • Provide technical support to the CVA teams in all project sites, including community engagement, the development of need & market assessments and analysis, the evaluation and impact analysis of current projects and the writing of donor proposals and reports within the required timeframes.
  • Coordinate and harmonize the CVA projects across the different regional teams in Ukraine.
  • Carry out regular monitoring visits in conjunction with other managers, ensuring that project objectives are met within the stated time-frames and in accordance with recognised international standards.
  • Supervise and monitor the development of reporting systems for data collection (qualitative and quantitative), analysis and follow-up and feedback to relevant staff, donors, partners and other agencies.
  • Provide input into the integration of beneficiary participation and accountability in all aspects of the project.
  • Responsible for the quality of all CVA projects in-country.

 Representation

  • Develop and maintain relationships with UN, NGOs, donors, partners and other stakeholders, with the objective of raising public awareness of Medair and ensuring good co-operation and partnerships.
  • Seek out relevant networks or task groups on specific CVA-related humanitarian aid issues and actively participate, if possible.
  • Accompany donors on field trips, as requested, and ensure programme details are transmitted in a timely and professional manner. 
  • Represent Medair, as appropriate, at coordination, sector and bilateral meetings, working groups, with national and / or local government departments and any other relevant meetings or events, facilitating supportive synergies and overall progress in the CVA sector and avoiding duplication with the work of other agencies (e.g. NGOs, UN, etc).

 Staff Management

  • Be involved in the recruitment of CVA staff for the country programme, providing advice on technical skills and experience as requested.
  • Ensure that all CVA staff are adequately trained and, if necessary, create possibilities for capacity building, mentoring and coaching, within budget constraints. Plan and develop training material as required.
  • Support line managers in inductions and appraisals of CVA staff, particularly with regard to technical skills.

 Financial Management

  • Work with the relevant managers and Global Support Office staff to plan and construct CVA budgets.
  • Support Project Managers with budget management for the assigned project(s) and ensure all expenses are according to budget and meet the Medair standards with regard to financial management, including accountability and good governance.
  • Lead the communication with Medair?s financial service provider used for the correct disbursement of CVA funds.

 Quality Management

  • Ensure projects are implemented in line with donor proposals and requirements and in accordance with Medair, donor, country and international standards i.e. CALP, Sphere and CHS standards. Follow the direction of the CVA Advisor at GSO regarding quality, strategy and technical guidelines.
