Team4UA collaborates with UN agencies, international partners, and local organizations to implement high-impact humanitarian interventions, including frontline assistance, community support, and capacity-building activities.
With operational teams located in Kyiv, Lviv, and Dnipro, Team4UA works closely with communities, authorities, and civil society organizations across Ukraine, including those operating in hard-to-reach or conflict-affected areas.
Budgeting & Financial Planning Specialist is essential to ensuring robust financial controls, transparent cost allocation, effective resource planning, and timely donor financial reporting across all projects and organizational units.
2. Purpose of the Assignment
The Case Officer is responsible for the identification, assessment, monitoring, and resolution of sensitive individual cases involving highly vulnerable IDPs residing in supported collective centers. The position ensures that beneficiaries receive appropriate protection, social assistance, and referrals through individualized care planning, in line with humanitarian protection principles and the Law of Ukraine «On Social Services.»
3. Key Responsibilities
A. Case Management and Individual Support
- Identify and prioritize highly vulnerable IDPs requiring individual case management, with particular attention to persons with disabilities, reduced mobility, chronic illnesses, and protection risks.
- Conduct comprehensive individual needs assessments in coordination with relevant stakeholders.
- Develop, document, and regularly update Individual Care Plans tailored to beneficiaries' specific needs.
- Ensure informed consent, confidentiality, and respect for beneficiaries' dignity throughout the case management process.
B. Compliance and Regulatory Support
- Coordinate the implementation of Individual Care Plans by social helpers and other relevant service providers.
- Monitor the quality, timeliness, and appropriateness of services delivered to beneficiaries.
- Facilitate referrals to specialized protection, health, psychosocial, legal, or social services as required.
- Liaise with local authorities, social service providers, healthcare institutions, and humanitarian partners to ensure continuity of care.
C. Monitoring, Documentation, and Reporting
- Maintain accurate, confidential, and up-to-date case files and documentation in accordance with organizational and data protection standards.
- Track progress and outcomes of individual cases and adjust care plans as needed.
- Contribute to internal reporting, including case trends, protection concerns, and lessons learned, while safeguarding sensitive information.
- Lead the development and formalization of documentation for case management stages and SOPs to ensure clear, well-defined procedures for this new and sensitive area of work.
D. Compliance and Safeguarding
- Ensure all activities comply with national legislation, including the Law of Ukraine «On Social Services,» and humanitarian protection standards.
- Uphold safeguarding principles, including protection from sexual exploitation and abuse (PSEA), child safeguarding, and accountability to affected populations.
- Identify and report safeguarding concerns or protection risks in line with organizational procedures.
4. Reporting and Coordination Lines
- The Case Officer reports directly to the Protection Services Coordinator.
- Works in close coordination with social helpers, protection teams, site management, local authorities, and partner organizations.
- Participates in relevant coordination meetings, trainings, and supervision sessions as required.
5. Qualifications and Experience
Education:
- University degree in social work, psychology, sociology, law, public health, or a related field.
- Relevant professional experience may be considered in lieu of formal education
Experience:
- Minimum 2 years of relevant professional experience in case management, social work, protection, or humanitarian assistance.
- Proven experience working with IDPs, vulnerable populations, or persons with disabilities is strongly preferred.
- Familiarity with the Ukrainian social services system and protection frameworks is an asset.
Skills and Competencies:
- Strong case management, assessment, and documentation skills.
- Ability to handle sensitive cases with empathy, discretion, and professionalism.
- Knowledge of protection principles, safeguarding standards, and referral mechanisms.
- Excellent interpersonal, communication, and coordination skills.
- Ability to work independently and as part of a multidisciplinary team in a humanitarian context.
Languages:
- Fluency in Ukrainian and working knowledge of English desired.

- Willingness and ability to travel regularly within Lvivska and Rivnenska oblasts.

Загальний опис посади:
Фахівець з кейс-менеджменту (Case Officer) відповідає за виявлення, оцінку, моніторинг та врегулювання чутливих індивідуальних випадків, що стосуються найбільш уразливих ВПО, які проживають у підтримуваних колективних центрах. Посада забезпечує, щоб бенефіціари отримували належний рівень захисту, соціальної допомоги та необхідні перенаправлення до відповідних послуг через індивідуальне планування підтримки — відповідно до гуманітарних принципів захисту та Закону України «Про соціальні послуги».
1) Основні обов’язки
A. Кейс-менеджмент та індивідуальний супровід
- Виявляти та пріоритезувати найбільш уразливих ВПО, які потребують індивідуального кейс-менеджменту, з особливою увагою до осіб з інвалідністю, обмеженою мобільністю, хронічними захворюваннями та ризиками у сфері захисту.
- Проводити комплексну оцінку індивідуальних потреб у координації із залученими сторонами.
- Розробляти, документувати та регулярно оновлювати Індивідуальні плани підтримки (Individual Care Plans) відповідно до потреб бенефіціарів.
- Забезпечувати інформовану згоду, конфіденційність та повагу до гідності бенефіціарів упродовж усіх етапів супроводу випадку.
B. Координація та імплементація
- Координувати реалізацію індивідуальних планів підтримки соціальними помічниками та іншими відповідними надавачами послуг.
- Моніторити якість, своєчасність та відповідність наданих послуг потребам бенефіціарів.
- Організовувати та забезпечувати перенаправлення до спеціалізованих сервісів — зокрема у сфері захисhealth, psychosocial support, legal or social assistance.
- Interact with local authorities, social service providers, medical facilities and humanitarian partners to ensure continuity of support.
C. Monitoring, documentation and reporting
- Maintain accurate, up-to-date and confidential case files and documentation in accordance with the organization's internal standards and data protection requirements.
- Monitor progress and outcomes of individual cases and adjust as necessary support plans.
- Participate in internal reporting, including case trends, key safeguarding issues and lessons learned, while ensuring the confidentiality of sensitive information.
- Participate in the development or adaptation of guidance materials, SOPs and tools related to the inclusive management of compact accommodation.
D. Compliance and Safeguarding
- Ensure that all measures comply with the current legislation of Ukraine (including the Law of Ukraine "On Social Services") and humanitarian protection standards.
- Follow the principles of safeguarding (protection from harm and violence), including protection from sexual exploitation and abuse (PSEA), child protection, as well as accountability to the affected population.
- Identify and report safeguarding risks or threats in the sphere of protection in accordance with the organization's procedures.
2) Lines of reporting and coordination
- The case management specialist reports directly to the Case Management Coordinator (Protection Services Coordinator).
- Works in close cooperation with social assistants, protection teams, administrations of collective centers, local authorities and partner organizations.
- As needed, participates in coordination meetings, trainings and supervisions.
3) Qualification and experience
Education:
- Higher education in the field of social work, psychology, sociology, law, public health or related specialties.
- Eligible professional experience can be considered as an alternative to formal education.
Experience:
- Minimum 2 years of relevant professional experience in the field of case management, social work, protectionor humanitarian aid.
- Experience of working with IDPs, vulnerable population groups or people with disabilities is a significant advantage.
- Knowledge of the system of social services in Ukraine and approaches in the field of protection is an additional advantage.
Experience:
- Strong case management, needs assessment and documentation skills.
- Ability to handle sensitive information with empathy, professionalism and respect for confidentiality.
- Knowledge of safeguarding principles, safeguarding standards and referral mechanisms.
- High communication skills and ability to coordinate with various stakeholders.
- Ability to work independently and in a team in a humanitarian environment
Languages
- Fluency in Ukrainian; working knowledge of English is desirable.
