1. Background

Team4UA implements humanitarian and early recovery projects across Ukraine to ensureinclusive, dignified, and protection-oriented assistance to internally displaced persons (IDPs). Under the EASE 2.0 project (Emergency Assistance and Support to Evacuation), Team4UA supports improved living conditions in collective centers and strengthens protection and psychosocial support services for internally displaced persons, particularly individuals with mobility limitations, disabilities, and other vulnerabilities. To strengthen MHPSS service delivery, Team4UA is recruiting a Psychosocial Support Officer.

2. Position Overview

Under the supervision of the Protection Services Coordinator, the Case Officer supports the identification, assessment, and case management of highly vulnerable IDPs residing in supported collective centers. The role ensures that beneficiaries receive appropriate protection, social support, and referrals through individualized care planning in line with humanitarian protection standards and Ukrainian legislation.

3. Key Responsibilities

A. Case Management and Individual Support

  • Identify vulnerable beneficiaries requiring individual case management.
  • Conduct needs assessments and develop Individual Care Plans.
  • Ensure informed consent, confidentiality, and respect for beneficiary dignity.

B. Coordination and Implementation

  • Coordinate implementation of Individual Care Plans with social helpers and service providers.
  • Facilitate referrals to protection, health, psychosocial, legal, and social services.
  • Liaise with local authorities, social services, and humanitarian partners.

C. Monitoring, Documentation, and Reporting

  • Maintain accurate and confidential case files.
  • Monitor case progress and update care plans as needed.
  • Contribute to internal reporting on case trends and protection concerns.

D. Compliance and Safeguarding

  • Ensure compliance with national legislation and humanitarian protection standards.
  • Promote safeguarding principles including PSEA and accountability to affected populations.
  • Report protection risks and safeguarding concerns according to organizational procedures.
4. Qualifications and Experience

Education

  • University degree in social work, psychology, sociology, law, public health, or related field.

Experience

  • Minimum 2-3 years of professional experience in case management, social work, protection programming, or humanitarian assistance.
  • Experience working with IDPs, vulnerable populations, or persons with disabilities is strongly preferred.

Skills and Competencies

  • Strong case management and documentation skills.
  • Ability to handle sensitive cases with empathy and professionalism.
  • Knowledge of protection principles and referral mechanisms.
  • Strong communication and coordination skills.

Languages

  • Fluency in Ukrainian required.
  • Working knowledge of English is an asset.

5. Supervision and Reporting

The Case Officer reports to the Protection Suport Mobile Unit Coordinator and works closely with protection teams, social helpers, site management, local authorities, and partner organizations.

6. Duration and Duty Station

Duration: 12 monthsDuty Station: Dnipro, Ukraine (with travel within Dnipropetrovsk oblast).

7. Reservation

Subject to Ukrainian legislation and organizational eligibility, the position may qualify for staff reservation (military deferment).

1. General information

Team4UA is a Ukrainian charitable organization established in March 2022, which implements humanitarian and rehabilitation projects throughout Ukraine. The fund coordinates the TERA consortium, which implements the humanitarian project EASE 2.0 (Emergency Assistance and Support to Evacuation), aimed at improving the living conditions of internally displaced persons in places of collective living and strengthening services in the field of protection. The project involves assessing the needs, improving living conditions and providing individual support to people with disabilities, limited mobility, chronic diseases and other vulnerable population groups.

2. Job description

Social support specialist is responsible for the identification, assessment and individual case management of the most vulnerable internally displaced persons living in supported collective accommodation. The position involves the organization of individual support, coordination of services and referrals to appropriate social, medical or protection services in accordance with humanitarian standards and the legislation of Ukraine.

3. Main duties

A. Social support of individual cases

  • Identifying the most vulnerable beneficiaries who need individual social support.
  • Conducting needs assessment and developing individual support plans.
  • Ensuring confidentiality, informed consent and respect for the dignity of beneficiaries.

B. Coordination of services

  • Coordinating the implementation of individual support plans with social workers and other service providers.
  • Arranging referrals to social, medical, psychological or legal services.
  • Interacting with local authorities, social services and humanitarian partners.

V. Monitoring and documentation

  • Confidential documentation of individual cases.
  • Monitoring progress in assistance and updating support plans.
  • Preparation of internal reports on social support trends, needs and outcomes.

D. Compliance with protection standards

  • Ensuring compliance of activities with the legislation of Ukraine and humanitarian standards of protection.
  • Adherence to the principles of protection against harm and abuse and the Social Security Act.
  • Poviperceptions of security risks in accordance with the organization's internal procedures.

4. Requirements for the candidate

Education

  • Higher education in the field of social work, psychology, sociology, law, public health or related fields.

Experience

  • At least 2-3 years of professional experience in the field of social work, social support, protection or humanitarian assistance.
  • Experience working with internally displaced persons, vulnerable groups population or people with disabilities will be an advantage.

Skills

  • Skills in needs assessment and individual case management.
  • Ability to work with confidential and sensitive information situations.
  • Knowledge of protection principles and redirection mechanisms.
  • Strong communication and coordination skills.

Languages

  • Fluent command of Ukrainian language.
  • Knowledge of the English language will be an advantage.

5. Reporting and Reporting

The Social Support Specialist reports to the Mobile Protection Support Team Coordinator and works in collaboration with protection teams, social workers, facility administrations, local authorities and partner organizations.

6. Duration of the contract and place of work

Duration of the contract: 12 months

Place of work: Dnipro, Ukraine (with regular business trips within the borders of the Dnipropetrovsk region).

7. Reservation

According to the legislation of Ukraine and subject to the availability of relevant conditions of the organization, the position may provide for the reservation of an employee (deferral from mobilization).
