The business analyst (IT systems) will be responsible for identifying and documenting functional and non-functional (technical) requirements for IT systems, Registers for a state organization focusing on the management of state assets.Conducting an analysis of the market for IT solutions, formulating proposals for selection criteria for IC vendors and integrators, determining integration points and data exchange between ICs, preparation of the technical task, formation of tobeprocesses, usecases, userstory, testcases and other types of documents depending on the requirements of a specific project. The candidate will closely cooperate with interested parties in order to analyze and transform their needs into functional and technical documents. Preference will be given to a candidate who has experience in in the public sector or in government projects with a deep understanding of the stages and documentation required for the selection and implementation of IT systems, various types of Registries and excellent communication skills. Duties: Collecting and analyzing business requirements from stakeholders in order to determine their needs and goalsHelp in conducting an analysis of the market of IT solutions, forming proposals regarding the selection criteria of IC vendors and integrators. Documentation of functional requirements and non-functional (technical) requirements, formation and determination of priorities for the development of the technical task. Analysis of existing ICs and determination of points of integration and interaction of data between existing and new ICs, Registers. Determination of the list of directories and their attributes. Analysis of ASIS processes, modeling and automation of TOBE processes of the organization. Formation of various types of documents within the project, for example, usecases, userstory, testcases, acceptance criteria and other documents (depending on the requirements of a specific project). Analysis of legislative requirements related to the project, as well as the development of a plan to eliminate identified gaps. Assessment of the impact of changes proposed by interested parties, development of requirements and an approach to the selection of proposed changes, providing recommendations to support decision-making processes for updating requirements and selecting IT systems. Effective interaction and communication with the team of IT specialists, the project manager and other team members. Support of best practices, standards and trends in business analysis and development of IT systems. Performance of other duties in accordance with the instructions of the project manager. Initial requirements: Minimum bachelor's degree. At least 3 years of work experience as a business analyst or in a similar role, with an emphasis on the selection and implementation of IT systems and Registers. International certification in the field of business analysis (is an advantage). Experience in the public sector will be an advantage. Fluency in English and Ukrainian languages ​​(spoken and written). Deep understanding of the stages and documents of choiceru and implementation of IT systems of Registries, software development life cycle (SDLC) and project management approaches such as Waterfall, Kanban and Agile, legislation of Ukraine regarding the management of state property. Experience in identifying interested parties, gathering and documenting requirements, defining points integrations and data exchange between IS, as well as participation in the development and support of projects. Experience with business process modeling tools, such as BPMN and UML diagrams. Knowledge of requirements documentation techniques, including user stories and use cases. Experience with tools such as Jira, Confluence , Slack, Draw.io.Experience with data visualization tools such as Redash and creating Form.io forms.Skills to solve complex situations and make independent decisions.Ability to effectively communicate complex information to diverse audiences, including both technical and non-technical professionals.
