The Eastern Europe Foundation within the scope of the USAID / UK Dev project "Supporting the digital transformation of Ukraine" (hereinafter - DTA) together with the State Judicial Administration of Ukraine announces a competition for the position of business - analytics / business analytics to support the project "Unified judicial information and communication system" (hereinafter - ESICS).

Purpose: in Ukraine since 2018, there is a "Unified judicial information and communication system", which provides access to judicial proceedings through online services for courts, citizens and legal of people (https://cabinet.court.gov.ua). The EUICS system allows courts, other bodies and institutions in the justice system, participants in the legal process to exchange documents and data in electronic form. It provides access to information about court decisions, cases and processes, provides an opportunity for participants in the court process to participate in the court session online using a video conference in real time. In this way, ESICS contributes to the transparency and efficiency of judicial proceedings. A functional audit of the Unified Judicial Information and Telecommunication System (CIVITTA) is currently underway, which requires the development of new modules and the updating of the ESICS concept, as well as the modernization of new subsystems.

Start date: June - July 2024.

Duration of involvement: until the end of 2024 with a possible extension.

Work format: mixed (offline and online). Preference is given to candidates who will be able to work in Kyiv.

Scope of work and responsibilities of an expert:

  • to study and describe current business processes in the field of justice;
  • to analyze current legislation, which regulates judicial proceedings and the activity of courts;
  • collect analytical data to improve ESICS modules;
  • hold regular meetings with stakeholders (in particular, with representatives of government bodies, users, business) to clarify and document requirements for ESICS;
  • model interfaces and interactive forms;
  • develop user stories (user stories);
  • provide project backlog support;
  • prepare project documentation, in particular technical requirements and tasks, specifications for finalizing ESICS modules and applications;
  • create manuals and instructions for users, conduct training;
  • hold regular meetings with stakeholders and system users.

Qualification requirements:

  • higher or incomplete higher legal or IT/engineering education with relevant experience describing business processes;
  • work experience in business process analytics — from 2 years;
  • experience in writing technical tasks, requirements and specifications for IT products;
  • understanding of the process of designing and developing software, its implementation;
  • ability to structure elements of information systems and determine possible software solutions;
  • knowledge of BPMN 2.0 and UML notations;
  • experience with Notion, Jira and Confluence;
  • experience using interface modeling products (Axure, Figma);
  • experience of communication with government bodies (clarification of requirements, conducting presentations).

Desired skills and work experience:

  • developed organizational skills and attention to detail;
  • experience of communication and interaction with users, clients, stakeholders;
  • communication and ability to work in a team;
  • ability to teach untrained users;
  • desire to learn new technologies and products;
  • experience in implementing and using government software products will be a plus;
  • knowledge of the English language will be an advantage;
  • knowledge of the legislation regulating judicial proceedings and court activity.
