Fund Eastern Europe within borders USAID / UK Dev project "Support of digital transformation" announces competition for the position of business analyst / business analyst for the project "Electronic border crossing queue".
In December 2022, the Ministry of Development of Communities, Territories and Infrastructure of Ukraine, together with the State Transport Safety Service, launched an electronic border crossing queue for trucks - eChergu (Android bit.ly/3pBBDhD, iOS apple.co/41EZHxg ) — at the international checkpoint "Yagodin - Dorogusk". The system currently operates at 28 international checkpoints with EU countries and Moldova for cargo and bus vehicles. With the help of the created service, drivers book a place in the queue for crossing the border and check the progress of the queue online. The system automatically sends messages to the driver indicating the approximate time of crossing the border. This makes it possible to organize the queue, drivers do not have to wait on the roadside for several days, but arrive at the checkpoint at the specified time, reduce the cost of transporting goods. eQueue increases the transparency of border crossings and reduces corruption risks, because it minimizes the influence of the human factor on the formation of queues and eliminates various abuses that may occur due to congestion at checkpoints.
Engagement period: until the end of 2024 with a possible extension.
Work format : mixed (offline and online). Preference is given to candidates who will be able to work in Kyiv.
Main tasks and responsibilities:
- Study and describe current, develop new business processes in the field of international transportation of passengers and cargo, moving persons and goods across the state border of Ukraine, in the sphere of customs and border control.
- To analyze the current legislation regulating the sphere of international transportation of passengers and cargo, the movement of persons and goods across the state border of Ukraine, the sphere of customs and border control.
- Collect analytical data needed to improve the electronic system "Electronic border crossing queue" and to expand the functionality of the system.
- Hold regular meetings with interested parties (among other things, with representatives of government bodies, users, businesses) to clarify the requirements for the electronic system "Electronic Border Crossing Queue".
- Develop optimized models and improved business processes of queue formation in the electronic system.
- Model interfaces and interactive forms.
- Develop user stories (User stories).
- Monitor the project backlog.
- Prepare project documentation, including technical requirements, technical tasks and specifications for finalizing the mobile application and the gov.ua website.
- Hold regular coordination meetings with stakeholders.
Candidate requirements:
- Higher or incomplete higher IT or engineering education (or related fields).
- More than two (2) years of experience in business process analytics.
- Experience in writing technical tasks, requirementsand specifications for IT products.
- Understanding of software design and development, its implementation.
- Ability to structure elements of information systems and determine possible software solutions.
- Knowledge of BPMN 2.0 and UML notations.
- Experience with Notion, Jira and Confluence.
- Experience using interface modeling products (Axure, Figma).
- Experience in business process modeling (Cawemo).
- Experience in communications with state bodies (clarification of requirements, conducting presentations).
Desired skills and work experience:
- Developed organizational skills and attention to detail.
- Experience of communication and interaction with users, clients.
- Communicability and the ability to work in a team.
- Ability to train untrained users.
- Willingness to learn new technologies and products.
- Experience in implementing and using government software products will be a plus.
- Knowledge of English will be an advantage.
- Knowledge of legislation in the field of providing administrative services will be an advantage.
