Business analyst of the project "Customs clearance of cars in Diya" in Fond Shidna Evropa

Eastern Europe Fund within the scope of the USAID / UK Dev project "Support for digital transformation of Ukraine" (DTA)" together with the Ministry of Digital Transformation of Ukraine announces a competition for the position of business analyst / business analyst for the implementation of the project of customs declaration of passenger cars by means of the Unified State Web Portal of Electronic Services ("Customs Clearance of Cars in Action"). It will allow declarants to clear customs in Diya, which should simplify the process and make it more transparent.

Start date: June 2024.

Work format: mixed (offline and online). 

Main duties:< /b>

• Study and analyze in detail the existing business processes of customs clearance of vehicles.
• Analyze the current legislation regulating the customs clearance of vehicles; to understand its mechanisms in order to ensure the implementation of the developed business processes.
• Create optimized models and improve the business processes of customs clearance of vehicles.
• Form the technical requirements for the creation and/or modernization of the information systems required for the implementation of the project.
• Provide support and advice to developers of IT solutions needed for project implementation. 
• Model interfaces and concepts of interactive forms and information systems needed to implement the project.
• Conduct meetings with interested parties to clarify information systems requirements.
• Document the functionality of information systems, develop technicalnightly requirements, tasks and specifications.
• Conduct presentations and coordination meetings  for stakeholders. 

Requirements for candidate:

• Higher education.
• More than three years of experience in business process analytics.
• Understanding software design and development, formulation of high-level requirements for a software product.
• Ability to structure elements of information systems, determine technologies and possible software solutions.
• Experience in writing technical tasks, requirements and specifications for IT projects.
• Knowledge of BPMN 2.0 and UML notations.
• Experience with Jira and Confluence.
• Experience using interface modeling products (Axure, Figma).
• Business process modeling experience (Cawemo).
• Experience of communications with government bodies (clarification of requirements, conducting presentations).
• Knowledge of the English language will be an advantage.
• Knowledge of legislation in the customs field will be an advantage.
