Business analyst for the project "Implementation of IT service management processes" in Fond Shidna Evropa

The Eastern Europe Foundation, within the scope of the "Support for Digital Transformation" (DTA) project, announces a tender for a contractor to provide expert services in the field of business analysis of processes IT services management of the project "Implementation of IT services management processes", which is a component of the program "Ensuring the sustainable institutional capacity of the Administrator of the Urban Cadastre at the state level".

Term of contract: until the end of 2024 with a possible extension.

Employment to provide services:full.

Collaboration format: mixed (online / offline). Preference is given to candidates who are in Kyiv and can work in the office at least 2 (two) days a week.

Main tasks and responsibilities within the scope of the contract:

< li>collect and analyze information about the business needs of the customer of two projects as part of the program (hereinafter - Projects) of the directions of the Urban Cadastre at the state level and Management of multi-apartment buildings (hereinafter - Systems and registers) in the scope of implementation:
• - service - oriented management model for systems and registries (management of incidents, problems, development of IT services);
• — catalog of services and agreements on ensuring the quality of support for systems and registries services.

• participate in regular meetings with stakeholders to clarify the requirements for the implementation of a service-oriented management model for Systems and registers, catalog of services and agreements on ensuring the quality of system service support;
• conduct questionnaires , collect and analyze information, study the needs of the customer to ensure the most effective work;
• analyze requirements (with the help of various methodologies and notations - prototyping, brainstorming, analysis of existing documentation, market research), problem areas and provide suggestions for improvement;
• maintain Project documentation in Confluence, design schemes and diagrams of IT service management business processes;
• formalize requirements for processes, components of IT service management processes (separation of processes into stages and their formalization);
• form the Regulations for the management of incidents, problems, management of the development of IT services;
• analyze the current state of support of information systems at the state level;
• communicate with all stakeholders involved in project implementation, in particular with representatives of state bodies, state enterprises, etc.

Requirements for contest participants:

• more than five (5) years of work experience as a business analyst/other IT service management processes;
• excellent understanding of ITIL service-oriented management model processes / ITSM;
• understanding of software design and development processes, as well as the development, maintenance and support of state systems and registers;
• experience in the development of electronic services for the public and/or business, understanding of such technologies as interoperable solutions;< /li>
• formulation of high-level technical requirements for a software product;
• experience in developing business processes and regulations for complex products and/or IT service management processes;
• experience in coordination with various stakeholders and finding balanced solutions; good analytical, organizational and communication skills; fluency in Ukrainian and working knowledge of English (fluency in English will be an advantage); >
• experience in writing / reviewing regulations, technical requirements of IT projects;
• more than two (2) years of experience with Jira and Confluence;
• experience in communications with government bodies (clarification of requirements, conducting presentations);
• developed organizational skills and attention to details;
• certification in IT service management will be an advantage;
• availability of examples projects on the development and implementation of information and communication systems will be an advantage;
• knowledge of legislation in the field of local self-government will be an advantage.
