Business Analyst in Programa optimalnih tehnologiy v ohoroni zdorov'ya (PATH)

We are looking for an experienced business analyst to study the business processes of the Public Health Center of the Ministry of Health of Ukraine regarding the collection, exchange, processing, analysis, and use of data related to HIV, conduct a comprehensive analysis of existing information systems and data related to HIV in Ukraine. The goal is to create a complete picture of the current state of data, assess their quality, identify gaps, and develop recommendations for further improvement of data management.

Main tasks:

• Conduct analysis of the business processes of the Public Health Center of the Ministry of Health of Ukraine regarding the collection, exchange, processing, analysis, and use of data related to HIV.
• Perform a comprehensive analysis of existing information systems and data related to HIV in Ukraine.
• Map the current state of existing data and information systems concerning HIV in Ukraine.
• Identify available datasets accessible to the Public Health Center (PHC), non-governmental organizations (NGOs), civil society organizations, and other stakeholders.
• Assess the sufficiency, completeness, strengths, and gaps in existing datasets.
• Conduct an assessment of all information systems used for collecting, storing, and analyzing data on HIV, as well as the mechanisms of interaction between them.
• Analyze current and potential data transmission and decision-making mechanisms between PHC departments and other stakeholders.
• Conduct a data quality audit (completeness, timeliness, availability, reliability, etc.) and identify key issues and gaps.

Candidate requirements:

• At least 5 years of experience in a business analyst position, preferably in healthcare, public health, or international projects.
• Understanding of data management principles, system analysis, and knowledge of data quality assessment methodologies.
• Experience working with healthcare or social sector information systems is an advantage.
• Skills in visualizing and presenting complex information in the form of reports, diagrams, maps.
• Analytical thinking, attention to detail, ability to work with various sources of information.
• Excellent communication skills for interaction with PHC representatives, NGOs, and other stakeholders.
• Language: Ukrainian (mandatory), English.
