Eurasia Foundation, executor of the project "Supporting Digital Transformation", financed by the US Government through the United States Agency for International Development (USAID) and the United Kingdom Government's International Development Assistance Program (UK Dev), is seeking a Business Analyst.

Job Description and Requirements qualifications:

Purpose:

The purpose of the project is to improve and revise the business processes of the State Audit Service of Ukraine, in particular, improvement of the infrastructure of IASPPR "e-auditor" and network infrastructure. Improvement of processes for ensuring the security of IASPPR "e-auditor" and information systems of the State Audit Service.

Selection criteria and qualification requirements:

  • 1.5 years of experience in the position of Business Analyst.
  • Experience in preparing software requirements (BRD, SRS), user stories, options for using functional and non-functional requirements.
  • Understanding and ability to build a description of business of processes using a system of conditional markings (notation) for modeling business processes is BPMN 2.0 (Business Process Model and Notation).
  • Experience of participation in the implementation of automation projects in the public or private sectors .
  • Experience in preparing documentation for automation including technical requirements, technical tasks, software testing and commissioning documents.
  • Experience with Jira, Confluence, Gitlab, Redmine or similar products.
  • Understanding SDLC and basic methodologies (Scrum, Kanban, Waterfall).
  • Knowledge of requirements for the implementation of information systems in the public or banking sectors.
< p>Responsibilities of the expert (together with a team of employees of the State Audit Service of Ukraine and external specialists):

  • Determination of the state of digitization of procedures for the preparation and implementation of measures of state financial control, implementation their results
  • Preparation of a proposal for legislative, organizational and other measures to implement procedures that should be integrated into the activities of the State Audit Service to prevent violations by controlled institutions.
  • Preparation (participation in the preparation) of GAP analysis of the IASPPR "e-auditor" project in phases I and II with strategic expected results from the project in general;
  • Building the target model of IASPPR in the medium term with the definition of phases (stages) of implementation, modules that should be refined or developed , development schedule, other proposals;
  • Preparation of the preliminary draft of the technical and economic feasibility study regarding the further development and modernization of the IASPPR "e-auditor";
  • Preparation of the revised project of the technical and economic feasibility study regarding the further development and modernization of the IASPPR "e-auditor" with defined stages and calculation of the cost of project implementation before the project is put into industrial operation. 
  • Preparation of a complex top-level project of the technical task for the development of IASPPR;process of interaction with the electronic procurement system
  • Supporting issues of documentary support for procurement and the actual implementation of the project, in particular testing, trial operation of the IASPPR "e-auditor".
