GENERAL MISSION 

Since March 2022, as part of the Atlas Logistique (AL) component of its intervention, HI has been operating in Ukraine to offer logistical solutions to humanitarian organizations (humanitarian-to-humanitarian approach) in order to facilitate the delivery of aid in a faster, safer and most efficient manner the most affected populations.   

Currently, with three logistics hubs in Dnipro, Kharkiv and Mykolaiv, HI proposes mutualized storage as well as transportation services (including in hard-to-reach destinations) to other humanitarian actors. As per needs observed on the ground, HI also proposes cold chain/temperature-controlled storage and transport services to organizations delivering temperature-sensitive humanitarian goods to affected populations and local partners.   

In 2024, HI launched a Capacity Building component within the framework of its Atlas Logistique activities, intended at supporting stakeholders involved in the humanitarian response to optimize aid supply chains, enhance humanitarian access, and/or develop their own common logistics services.  

Reporting directly to the Atlas Logistique Operations Manager, the Atlas Logistique Capacity Building Project Manager contributes to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion in Ukraine, and oversees the operational planning, implementation and monitoring of the Atlas Logistique capacity building component of HI’s operational strategy in Ukraine. They support their team to ensure optimal quality, effectiveness and impact of the project implemented by means of a delegation system with appropriate oversight mechanisms. Like all other managers within HI, the project manager shares responsibility for the sound management and effective functioning of the global organisation.  

 More specifically, they in charge of :  

  • Overseeing the overall implementation of the capacity-buildingcomponent of Atlas Logistique’s intervention in Ukraine, and in particular the operationalization of capacity-building actions towards other humanitarian stakeholders and their smooth running;  

  • Ensuring the implementation of the project activities complies with HI / AL quality standards and policies, as well as funding agencies’ requirements, suggesting and implementing technical and operational adjustments accordingly;  

  • Ensuring continuous project monitoring (including progress against indicators/objectives of the project, key performance indicators, budget monitoring, etc.), supports the conduct of project outcomes/impact evaluation and lessons learning exercises, and ensure processes to ensure accountability towards stakeholders of the project (targeted stakeholders including partners, funding agencies, etc.) are in place and respected ;  

  • Ensuring the management of the capacity building project team and the development of their skills ;  

  • Establish and maintain partnerships with local humanitarian organizations ;  

  • Lead subgranting and Memorandum of Understanding activities while complying with donor regulations ;  

  • Taking part in the coordination between humanitarian logistics actors, build and maintain strong links with the operational partners ;  

  • Exploring operational development opportunities on the transport component of the intervention in line with the evolution of the context.  

        


PROFILE SOUGHT/OTHER SKILLS  

Qualification(s):   

  • Hold at least a bachelors degree in logistics, international development, or a related field  
  • Work experience may be considered in lieu of education  

Preferable  Masters degree in the same areas.  

Experience:

  • Minimum three years in logistics-related, supply chain management, transport  or operations management OR experience in International Development/Humanitarian aid OR a related field e.g. Education  

Preferable :

  • Previous experience in HI or in another international NGO  
  • Previous experience in managing capacity building efforts with local partners  

Skills:

  • English language (ability to read and write at a high level)  
  • Knowledge and use of the common IT tools  
  • Team building capacity  
  • Training capacity (building curriculum, organizing trainings, etc.)  
  • Budget planning and expenditure tracking  
  • Knowledge of the humanitarian principles and framework

Contract: Employment contract (according to Ukrainian legislation) Fixed-Term

Організація Humanity & Inclusion (далі – HI) працює в Україні з березня 2022 року, пропонуючи логістичні рішення для гуманітарних організацій в рамках компоненту Atlas Logistique (AL) з метою надання гуманітарної допомоги постраждалому населенню у найбільш швидкий, безпечний та ефективний спосіб.  

На даний момент HI має три логістичних хаби у Дніпрі, Харкові та Миколаєві. HI пропонує колектиoutside the storage of humanitarian stocks and their transportation services (in particular to hard-to-reach destinations) to other humanitarian organizations. Depending on current needs, HI also offers temperature controlled and cold chain storage and transport services to organizations providing temperature-sensitive humanitarian goods to other local agencies and vulnerable populations.   

In 2024, as part of the Atlas Logistique component, Humanity & Inclusion launched a training component aimed at supporting existing humanitarian institutions. It is focused on optimizing the supply chain of humanitarian aid, improving humanitarian access and/or improving partners' own logistics capabilities. 

Atlas Logistique Capacity Building Project Manager contributes to the implementation of the organization's mandate and the 10-year strategy of Humanity & Inclusion in Ukraine, reporting directly to the Atlas Operations Manager Logistics. The Capacity Building Project Manager oversees the operational planning process, implementing and overseeing the training component of Atlas Logistique as part of HI's operational strategy in Ukraine. By delegating responsibilities and monitoring their performance, this professional must support his team to ensure optimal quality, efficiency and impact of activities. Like the heads of other HI departments, the project manager also undertakes to effectively and rationally contribute to the functioning of the organization as a whole.  

In this position, the specialist undertakes:

  • Control the general implementation of the training component of Atlas Logistique in Ukraine, in particular, the smooth implementation of training activities for other humanitarian institutions;  

  • Ensure compliance of project activities with quality standards and HI/AL policies, sponsor requirements; propose and implement technical and operational changes accordingly;  

  • );  participate in the analysis of the results/impact of the project and learning based on the experience gained; ensure adherence to accountability processes to project partners and sponsors;  

  • Manage the project team and help the team develop skills;  

  • Establish and maintain partnership relations with local humanitarian organizations;  

  •  

  • Participate in coordination between humanitarian logistics institutionsand, establish and maintain communication with operational partners;  

  • Explore opportunities for operational development of the transport component in accordance with changes in the external context.

Qualification(s):

  • At least a bachelor's degree in logistics, international development or other related fields. 
  • In the presence of sufficient work experience, education may not be considered.  

Preferred Master's degree in the specified fields.  

Work experience:

  • At least three years of practical experience in logistics, supply chain management, transportation or the field of operational management. Experience in international development/humanitarian response OR experience and education in other related fields is also considered. 

Preferably:

  • Previous work experience in HI or another international NGO. 
  • Experience as a manager of training activities in cooperation with local partner institutions. 

Skills:

  • Knowledge of written and spoken English at a high level. 
  • Knowledge and ability to use the most common software. 
  • Ability to support team development
  • Experience in conducting trainings (developing a training program, organizing trainings, etc.)
  • Experience in budget planning and cost tracking. 
  • Knowledge of humanitarian principles, the structure of humanitarian organizations.
