Swedish Support Program for Decentralization and Recovery Reformsin Ukraine, 2024-2028.
The program is aimed at both short-term and long-term work, focusing on solving the needs of the multi-level governance system in Ukraine, while simultaneously strengthening the capacity of communities to provide public services and the direct participation of communities in recovery and reconstruction processes in accordance with the requirements of EU accession.
The program consists of two components: one will focus on policy and cooperation with national actors, the other will provide direct support to communities. In addition, the Program covers five thematic areas: education, fiscal decentralization and budgeting, provision of administrative services, reconstruction under the leadership of local authorities, as well as international cooperation of communities.
The Program will provide material support for the crisis needs of communities and will coordinate with other international financing entities the implementation of recovery plans.
Organizational structure
The program is a joint Swedish-Ukrainian initiative with management structures in Stockholm and Kyiv. This promotes a horizontal organizational structure, which provides for a high level of autonomy and responsibility of the involved experts, as well as the active participation and level of involvement of local partners, such as stakeholders at the national level and communities of Ukraine.
It is expected that more than 50 people will work in Ukraine full-time in various thematic teams and joint departments. The Program office is located in Kyiv, the Program will work in all regions controlled by the Government of Ukraine.
Role description
Assistant ) of the Program is part of the administrative and logistics department in Ukraine and will closely cooperate with the Program Coordinator and the Event and Logistics Coordinator. Work will include support for office operations, administrative procedures, and assistance with event and travel arrangements. The assistant will also work on various tasks from the thematic divisions to ensure the effective implementation of the Program's activities.
