We are currently looking for an Assessment Team Lead to head the REACH Localistion Team (LT) in activities improving the internationally-led humanitarian response's integration with and support for the locally-led humanitarian response. The Localisation Team Lead will provide leadership to a small team dedicated to 1) conducting semi-regular and ad hoc data collection cycles to assess information gaps standing in the way of fairer and more effective localisation of humanitarian response, and 2) implementing activities intended to strengthen the capacities of local humanitarian actors in assessment/analysis and information management (IM), in line with local actors' own goals.
REACH Initiative is a unique humanitarian NGO, which provides research, data, and analysis to support more effective humanitarian intervention in crisis contexts. By providing precise and rigorous information on the humanitarian situation of crisis-affected populations in Ukraine, REACH informs better aid delivery and more transparent and reliable decision making. In Ukraine, REACH is hosted by our sister organisation, ACTED.
IMPACT is seeking an Assessment Team Lead (TL) to head its Localisation Team in conducting research which can advance the localisation (e.g. improving the internationally-led humanitarian response's integration with and support for the locally-led humanitarian response) agenda in Ukraine, and in leveraging REACH's expertise to strengthen localisation via information management (IM) capacity-building of CSOs. The Localisation Team structure is planned to have 5 permanent staff with expertise in research, analysis, GIS and data, and capacity-building, with two staff shared with another team.
Under the supervision of the Deputy Country Coordinator (DCC), the TL will lead the team in meeting its contractual targets, pursue new funding, develop and perfect its assessment methodologies, research activities, and dissemination strategies. The TL provides technical support to assessment methodologies, reviews quantitative and qualitative analyses and report drafts prior to publication. They also guide the implementation of assessment, data, and information management-related trainings, mentorship, and direct support to Ukrainian civil society organisations (CSOs). The role will involve some travel to areas in the East and South where the majority of localisation assessments and CSO support is being carried out.
The TL plays a leading role in building and maintaining key external relations with all major stakeholders relevant to localisation developments, including senior staff in the humanitarian coordination infrastructure, the UN/OCHA, national and international NGOs and institutions, and a variety of local non-governmental actors. It is the responsibility of the TL to ensure LT activities remain responsive to information gaps related to localisation and where possible to IM-related local capacity gaps, both as perceived by the international humanitarian community and as perceived by the Ukrainian humanitarian community.
