Artificial intelligence and machine learning engineer in Eurasia Foundation

The Eurasia Foundation, the executor of the international technical assistance project "Digitization for Growth, Integrity and Transparency (UK DIGIT)", is looking for an AI/ML Engineer (Middle/Senior) for the Center of Competence in Artificial Intelligence (AI CoE).

AI Center of Excellence (AI CoE) in the Ministry of Digital is a team that implements advanced artificial intelligence technologies for the transformation of public administration and works on ambitious projects that have a direct and large-scale impact on millions of citizens and the efficiency of the state.

Key objective of the position:Development and implementation of innovative AI solutions to automate and improve the efficiency of government processes.

Maincil for thefirst 4 months of work:

1. Automation of the examination of NPI projects:

•Task: Develop and implement an ML-model (NLP) for the analysis and preliminary assessment of digitization projects submitted by government agencies.
•KPI: Reduce the average time by examination of one project from 2 working days to 5 hours.

2. Creation of the "AI-analytics for the eCourt" system:

•Task: Develop an AI-based system for automatic analysis of court cases, starting with simple traffic violations. This includes the development of a model (ICR/CV) for the recognition and digitization of handwritten police reports.
• KPI: During the first 3 months, a model was developed and tested that classifies and analyzes the 3 types of the most common traffic violations with an accuracy of at least 95%.

Implementing MLpipelines (MLOps)

• Building and operationalizing end-to-end ML pipelines (experience with ZenML, Kubeflow, MLflow or analogues).
• Development of CI/CD pipelines for ML models (GitLab, Jenkins), ensuring automated and secure deployment.
• Support of ML pipelines in production, monitoring (Prometheus, Grafana) and ensuring scalability.

Managementdata and Feature Engineering

• Processing, cleaning and preparation of large datasets (structured and unstructured) for training.
• Collaboration with Data Engineers to design and use feature stores and registries models.
• Ensuring data versioning and avoiding training-serving skew.

Infrastructure andmscalability

• Design and implementation of cloud infrastructure (AWS, Azure or GCP) to support AI/ML processes.
• Work with containerization tools (Docker) and orchestration platforms (Kubernetes).

Collaboration andk style="font-weight: bold">communication

• Working closely with DevOps, Data Engineering and Product teams to integrate ML solutions into government services.
• Presenting complex technical concepts to non-technical stakeholders.

Skills andkqualificationTechnicalnavich

• Surein: Deep knowledge of Python and SQL.
• Required: Experience with ML frameworks (TensorFlow, PyTorch, Scikit-Learn).
• Critical: Practical experience in NLP (Transformers, BERT, LLM finetuning) AND Computer Vision (CV) (CNNs, YOLO, or experience with OCR/ICR tools).
• Important: Experience with MLOps tools (Kubeflow, MLflow, ZenML, etc.).
• Important: Experience designing CI/CD pipelines (GitLab CI, Jenkins, Azure DevOps).
• Important: Experience with cloud platforms (AWS, Azure, or GCP), including their AI services (SageMaker, Azure ML, GCP AI).
• Understanding of containerization tools (Docker) and orchestration (Kubernetes).
• Understanding of Data Engineering tools (Apache Spark, Airflow) is a big plus.

• Deep understanding of the entire ML workflow (from data preparation to production monitoring).
• Ability to analyze metrics model performance and optimize them.
• Ability to design scalable solutions for batch and real-time processing.

An advantage would be

• 4+ years of relevant experience in machine learning or related areas.
• Experience in deploying and supporting highly loaded ML models in production.
• Experience in working with cloud AI services (AWS SageMaker/Bedrock, Azure OpenAI/AI Studio, GCP AI).
• Understanding modern approaches to LLMOps and RAG.

Education and knowledge

• Education: MS/BS degree in Computer Science, Data Science, Artificial Intelligence or related technical field.
• English: Upper-intermediate level (B2+) or higher.
• Ukrainian: Fluency (C1+).
