About the job 

The ICRC Armed and Security Forces (FAS) Unit seeks a highly capable FAS Programme Advisor to join our team in our Dnipro office. In close cooperation with the team members and line managers, an FAS Programme Advisor will be monitoring military developments and conflict dynamics in the Area of Responsibility (AoR) as well as networking with and mapping key armed forces interlocutors. In addition, s/he might be tasked and responsible for advising the management of Dnipro Sub-Delegation (SD) on potential risks and support in ensuring the proper functioning of the sub-delegation’s security management system.

    Your Tasks and Responsibilities

• Assist the management team in understanding and evaluating all operating or dormant arms-carrier structures
• Monitor the political and security situation and specific groups/players and regularly update the mapping of arms carriers
• Support the management in drafting the FAS Strategy and integrating it into the annual planning 
• Prepare, conduct, assess, and follow up dissemination activities with the military or police forces on international humanitarian law (IHL), international human rights law (IHRL), and ICRC activities
• Organizing and preparing dissemination materials and reporting
• Maintain and update the stock of different ICRC publications needed for FAS activities
• Contribute to developing and consolidating the ICRC's network of contacts within the military and security forces
• Contribute to providing FAS-related advice on security matters, including ongoing military operations

About you

To be successful as FAS Programme Advisor in the FAS Unit, you should possess the following qualifications and experiences and have the following characteristics:  

• Ukrainian citizenship or permanent residence permit in Ukraine
• University degree or professional diploma
• Military/police background 
• University of Internal Affairs or War College graduate an asset
• Legal studies an asset
• 3–5 years of operational experience in national or international military or police operations 
• Previous knowledge/experience in civil-military cooperation is an asset
• Good knowledge of the geographically assigned environment is a must
• Professional fluency (written and spoken) in English, Ukrainian and Russian
• Computer literate, including sound knowledge of Microsoft Office
• Self-motivated with a strong commitment to teamwork and humanitarian principles
• Flexible, enthusiastic, and willing to learn
• Ability to work independently, as well as effectively under supervision
• Ability to organize and prioritize multiple tasks
• Ability to work within a diverse team and establish and maintain good working relations in a multi-ethnic, multi-cultural, and multi-disciplinary environment
