Background:

The Partnership for a Stronger Ukraine (PFRU) - Phase 2 (PFRU-2) is a multi-donor multi-year program managed by the Foreign and Commonwealth Office Nations and Development Corporation of Great Britain (FCDO) in cooperation with the Government of Ukraine.
The goal of PFRU-2 is to create better conditions for the Ukrainian state, in partnership with civil society and the private sector, to lead inclusive national recovery and development in the face of aggression from Russia.

Objectives:

The verification analyst is responsible for the verification, analysis and systematization of information on persons who have suffered violations related to forced displacement or are in the relevant risk zone. The position involves ensuring proper documentation of results in accordance with international standards, as well as providing analytical support within the legal, humanitarian and research processes of the project.

Responsibilities:

  • perform verification and analytical evaluation of data, collected within the scope of the project, with the aim of confirming their reliability, completeness and consistency;
  • processing of information profiles prepared by research and OSINT teams, in accordance with internal procedures and methodologies;
  • ensuring proper documentation of the results of verification and data analysis in accordance with internationally recognized standards, including standards of evidence and recording of information;
  • providing analytical support to investigations and other related processes (upon request), in particular by processing text, audio and video materials;
  • participation in the preparation and drafting of requests, appeals and accompanying documentation to government bodies, international institutions and other interested parties within the scope of project implementation;
  • conducting official correspondence and coordination with relevant institutions in accordance with the project mandate;
  • ensuring compliance principles of confidentiality, protection of personal data and information security in accordance with the policies of the organization and the requirements of donors;
  • performance of other tasks related to the achievement of project goals and ensuring its effective implementation.

Requirements:

  • legal education in the field of human rights, public law, conflicts, international relations (in extreme cases, a 4th-year student with already completed practice in state authorities);
  • minimum 1 year of work experience in a similar field;
  • it is important to have a network of connections with government bodies, law enforcement agencies, academic circles and public organizationsorganizations in Ukraine;
  • experience in the field of human rights protection, missing persons, international humanitarian law or related fields is highly desirable;
  • experience in consulting work in national authorities, the judiciary, law enforcement agencies, academia, international organizations or public organizations is highly desirable;
  • strong negotiation and communication skills. Demonstrated analytical and report writing skills;
  • experience with projects funded by donors or international organizations is desirable;

Work in this position assumes full employment, based on the contract with the FOP. The engagement period is from March 2026 to July 2027.

Work place and mode:

m. Kyiv (Ukraine), office work with possible business trips around Ukraine.

PFRU-2’s aim is to set improved conditions for the Ukrainian state, in partnership with civil society and the private sector, to lead on inclusive national recovery and revitalization in the context of Russia’s aggression.

Purpose

The Verification Analyst is responsible for conducting verification processes and comprehensive analysis of information related to individuals affected by or at risk of violations involving forced displacement. The role includes ensuring proper documentation of findings in line with international standards, as well as providing analytical support within legal, humanitarian, and research-related project activities.

Principal Duties and Responsibilities:

  • conduct verification and analytical assessment of data collected within the project to confirm its accuracy, completeness, and consistency;
  • review and assess individual profiles prepared by research and OSINT teams in accordance with internal procedures and methodologies;
  • ensure proper documentation of verification and analysis results in line with internationally recognized standards, including standards related to evidence collection and information documentation;
  • provide analytical support to investigations and related processes (upon request), including the review of textual, audio, and video materials;
  • contribute to the preparation and processing of inquiries, requests, and supporting documentation addressed to state authorities, international institutions, and other relevant stakeholders within the scope of the project;
  • carry out official correspondence and coordination with relevant institutions in accordance with the project mandate;
  • ensure compliance with confidentiality, personal data protection, and information security principles in line with organizational policies and donor requirements;
  • perform other tasks necessary to support the effective implementation and achievement of the project’s objectives.

Qualifications:

  • Legal education in the field of human rights, public law, conflict studies, or international relations (in exceptional cases, a 4th-year student with completed practical training in government institutions may be considered).
  • Minimum of 1 year of experience in a similar field.
  • An established network of contacts with government bodies, law enforcement agencies, academia, and civil society organizations in Ukraine is important.
  • Strongly preferred: experience in the field of human rights protection, missing persons, international humanitarian law, or related areas.
  • Strongly preferred: experience in consultancy work with national government authorities, the judiciary, law enforcement agencies, academia, international organizations, or NGOs.
  • Strong negotiation and communication skills. Demonstrated analytical abilities and report-writing skills.
  • Preferred: experience working with donor-funded or international organization projects.

Management of the Assignment: 

The Analyst will report to the Project Director and work in close cooperation with PFRU program staff.

Duration of Assignment/LOE:

This will be a full-time assignment, based on the PE contract. Period of performance: March, 2026 – July, 2027.

Location of Assignment: 

Kyiv, Ukraine with probable trips within regions.
