Background:
The Partnership for a Strong Ukraine Phase 2 (PFRU-2) program is a multi-donor, multi-year program managed by the Ministry of Foreign Affairs, Commonwealth of Nations and Development of Great Britain (FCDO) in cooperation with the Government of Ukraine.
The goal of PFRU-2 is to create better conditions for the Ukrainian state in partnership with civil society and the private sector to lead inclusive national recovery and development in the face of aggression from Russia.
Goals:
The Verification Analyst will be responsible for the verification process and for the comprehensive analysis of verified data on deported and forcibly displaced children, as well as those at risk of deportation and forced displacement, the appropriate documentation of the results of the search and verification of the above data, and investigative support.
Responsibilities:
- verification of data on deported and forcibly displaced children, as well as those under threat of deportation and forced displacement.
- processing by trained OSINT analysts of profiles of deported and forcibly displaced children, as well as those under threat of deportation and forced displacement movement.
- carrying out proper documentation of the results of OSINT search and verification of the above-mentioned data (for example, according to the Berkeley methods).
- providing support to the investigation (upon request), by, in particular, working with transcripts of interrogations, transcriptions, audio recordings or recording in real time.
- ensuring the legal process of data verification, namely the preparation of requests, appeals, other legal documents to the central bodies of local government, self-government, other stakeholders.
- carrying out further official correspondence with the relevant state institutions.
- ensuring the confidentiality and security of verified data on deported and forcibly displaced children, as well as those who are at risk of deportation and forced displacement.
- assistance in solving all other tasks to ensure the effective implementation of the project.
Requirements:
- legal education in the field of human rights, public law, conflicts, international relations (in extreme cases, a 4th-year student with already completed practice in public authorities);
- minimum 1 year of work experience in a similar field;
- it is important to have a network of connections with government bodies, law enforcement agencies, academic circles and public organizations in Ukraine;
- experience in the field of human rights protection, missing persons, international humanitarian law andof related fields;
- experience of consulting work in national authorities, judiciary, law enforcement agencies, academia, international organizations or public organizations is highly desirable;
- strong negotiation and communication skills. Demonstrated analytical and report writing skills;
- experience with projects funded by donors or international organizations is desirable;

PFRU-2’s aim is to set improved conditions for the Ukrainian state, in partnership with civil society and the private sector, to lead on inclusive national recovery and revitalization in the context of Russia’s aggression.
Purpose:
The Verification Analyst will be responsible for the verification process and the comprehensive analysis of verified data on deported and forcibly displaced children, as well as those at risk of deportation and forced displacement. The role also includes proper documentation of the findings and verificationation results, as well as support to the investigation.
Principal Duties and Responsibilities:
- Verification of data on deported and forcibly displaced children, as well as those at risk of deportation and forced displacement.
- Processing of profiles prepared by OSINT analysts concerning deported and forcibly displaced children, as well as those at risk of deportation and forced displacement.
- Proper documentation of the results of OSINT searches and verification of the above-mentioned data (e.g., using Berkeley methods).
- Providing support to the investigation (upon request), including work with interrogation transcripts, transcriptions, audio recordings, or real-time notes.
- Ensuring the legal process of data verification, including preparation of requests, appeals, and other legal documents to central government authorities, local self-government bodies, and other stakeholders.

Qualifications:
- Legal education in the field of human rights, public law, conflict studies, or international relations (in exceptional cases, a 4th-year student with completed practical training in government institutions may be considered).
- Minimum of 1 year of experience in a similar field.
- An established network of contacts with government bodies, law enforcement agencies, academia, and civil society organizations in Ukraine is important.
- Strongly preferred: experience in the field of human rights protection, missing persons, international humanitarian law, or related areas.
- Strongly preferred: experience in consultancy work with national government authorities, the judiciary, law enforcement agencies, academia, international organizations, or NGOs.
- Strong negotiation and communication skills. Demonstrated analytical abilities and report-writing skills.
- Preferred: experience working with donor-funded or international organization projects.
Management of the Assignment:
The Analyst will report to the Project Director and work in close cooperation with PFRU program staff.
Location of Assignment:
Kyiv, Ukraine with probable trips within regions.
