Advocacy specialist of the "Children's Homes" project in SOS Dityachi mistechka Ukrayina, Mizhnarodna Blagodiyna organizaciya, Blagodiyniy fond

MBO BF "SOS Children's Villages" Ukraine invites to the team a Specialist/position in advocacy issues of the "Children's Homes" project.

Project "Children's Homes" is aimed at creating housing for family-type orphanages that lost their homes due to the aggression of the Russian Federation against Ukraine or DBST families with IDP children, as well as providing complex psycho-social services for families: family-type orphanages, as well as other families in need of such support from the communities where the project is implemented. In addition, the "Children's Homes" project involves active work with communities, strengthening of specialists in communities.

The role of the Advocacy Specialist is key to achieving changes in legislation, legal regulation and government processes, within the framework of the Strategy for ensuring the right of every child in Ukraine to grow up in a family environment for 2024-2028. 

Necessary knowledge and skills:

• Availability of higher education in the field of law or in the field of social, political sciences, international relations, public administration, other higher education, provided relevant practical experience. 
• Availability of 2-3 years of practical experience (or provision of legal/legal expertise services) in the field of social protection, protection of child or human rights in the NGO, UN, EU sector, or other similar experience.
• Experience in the field of social protection of children will be an advantage.
• Previous effective experience in the development and implementation of advocacy work in the humanitarian sphere (planning of advocacy activities through development of an advocacy plan, plan of activities, taking all necessary actions regarding its implementation, conducting campaigns), mainly in the field of children's rights, family support.
• Available theoretical and practical knowledge: in the field of social security and protection of children, legislative process (normative-regulatory procedure of law adoption, etc.); procedures and procedures for the development and approval of projects of regulatory and legal acts in the bodies of executive power;  international documents and legislation of Ukraine regarding the protection of children, including orphans, children deprived of parental care, childcare (experience in deinstitutionalization processes will be an advantage), the UN Convention on the Rights of the Child. Understanding of alternative child care guidelines would be an advantage.
• Methodical, systematic and able to logically articulate your proposals in writing and verbally. Time management, political communication and negotiation skills. Information and knowledge management skills (exchange of best practices).
• Flexibility and willingness to quickly refine tasks given by the manager.
• Fluent command of the Ukrainian language, command of oral and written English at a level not lower than B1 (the project includes communication with international partners)
• Computer literacy (MS Office).
• Willingness and ability to travel to business trips both within Ukraine and fromа кордон (за потреби).

Основні завдання та обов'язки:

• Планування адвокаційної діяльності відповідно до плану проєкту, її координація, запуск та супровід.
• Залучення, участь в спільній роботі та координація стейкхолдерів в рамках проєкту: 
• Налагодження співпраці, забезпечення комунікації та координація роботи з представниками влади на державному рівні та на рівні громад, в яких реалізується проєкт;
• Організація адвокаційних заходів в рамках реалізації проєкту;
• Участь в роботі експертних робочих груп (від імені МБО БФ «СОС Дитячі Містечка» Україна) як на локальному рівні, так і на національному (при міністерствах та відомствах, що займаються розробкою та удосконаленням законодавства в сфері захисту дітей).
• Збір інформації, даних та їх аналіз для виконання цілей проєкту: 
• Підготовка публічних звернень, заяв, аналітичних довідок, участь у розробці візуальних матеріалів, а також надання інформації для проектних звітів;
• Документувати кращі практики адвокаційної діяльності;
• Юридичний супровід та аналіз законодавства, підготовка пропозицій щодо змін: 
• Аналіз законодавства в сфері захисту дітей в частині забезпечення сімейних форм виховання (ДБСТ) житлом та інші питання в рамках проєкту.
• Формування пропозицій/проєктів змін до нормативно-правових актів України щодо усунення прогалин в законодавстві в сфері захисту дітей з урахуванням цілей проєкту.
• Аналіз проєктів актів відповідних міністерств (освіти, охорони здоров’я, соціальної політики, юстиції тощо), які знаходяться на громадському обговоренні на предмет їх сильних та слабких сторін з огляду на мету проєкту. 
• Підготовка проєктів законів, постанов КМУ, наказів міністерств/відомств та інших нормативно-правових актів, включаючи пояснювальні записки та аналіз регуляторного впливу, а також складання порівняльних таблиць з пропозиціями щодо вдосконалення чинного законодавства з урахуванням бачення та практичного досвіду МБО БФ «СОС Дитячі Містечка» Україна та враховуючи керівні принципи альтернативного догляду, найкращі інтереси дитини та Конвенцію ООН про права дитини, а також інші міжнародні документи, що ратифіковані в Україні, а також з урахуванням напрацювань в рамках проєкту. 
• Обговорення з експертами/практиками в МБО БФ «СОС Дитячі Містечка» Україна системи захисту дітей, основних прогалин та їх бачення щодо потреби у вдосконаленні законодавства для врахування при розробці пропозицій тощо.
• Сприяння національному та міжнародному діалогу у рамках проєкту:
• Підготовка матеріалів для національних представників, щоб вони могли ефективно долучитися до діалогу з Офісом Президента, ЄС та іншими міжнародними стейкхолдерами. Ця робота дозволить ефективно організувати взаємодію між урядом та міжнародними партнерами, що сприятиме досягненню цілей адвокації в рамках проєкту.
• Представлення організації на зовнішніх конференціях, робочих групах і у мережах, та нарадах в рамках запланованих заходів проекту та на запрошення національного радника з питань адвокації СОС ДМ ;
• Співпраця та координація роботи зовнішніх експертів щодо питань адвокаціwithin the framework of the project:
• Development of TOR for external experts and coordinate their work in accordance with the goals and objectives of the project's advocacy activities. 
• Supporting the development of projects for changes to legislation within the scope of the project. 
• Cooperation with the national advocacy team:
• Giving input and feedback regarding internal tools of advocacy activities, policies, recommendations at the request of the national adviser on advocacy issues of SOS DM.
